The Global Programme against Money Laundering, Proceeds of Crime and the Financing of Terrorism (GPML) assists Member States in implementing the various anti money laundering and counter financing of terrorism (AML/CFT) provisions contained in several United Nations Conventions, Security Council Resolutions and other international AML/CFT requirements.
GPML’s primary goal is to assist Member States via their legal, financial, law enforcement and judicial authorities in developing effective and comprehensive domestic AML/CFT legal and regulatory frameworks, as well as the institutional infrastructures and practitioner skills needed to implement them. GPML is further committed to promoting national, regional and international coordination/cooperation on issues concerning money laundering and terrorism financing. 
GPML fulfils its mandate principally through technical cooperation and capacity building for requesting Member States, the provision of in depth training to national administrations and private sector actors dealing with AML/CFT issues, and the development and sharing of AML/CFT information resources, good practices and databases.
In view of the need for assistance expressed by West African countries, GPML is seeking to expand its activities in the region. Important for this context is the need to closely coordinate with domestic agencies as well as with technical partners such as GIABA and the donor community.

Devoirs et responsabilités

 The purpose of this post is to provide organisational support for delivering technical assistance activities by GPML in the West Africa region, and to provide substantive input in the coordination of GPML activities.
The Junior Project Officer will be expected to carry out the following tasks:
  • To assist the Adviser based in Dakar, in programming and delivering technical assistance activities at the national, sub-regional and regional level, in accordance with the UNODC/GPML overall programme strategy and as integral element of UNODC’s country specific and regional programmes;
  • To contribute to the drafting and translation of relevant documents such as financial proposal for donor countries, AML/CFT newsletter, progress reports, etc.;
  • To contribute to technical assistance provided to requesting countries in West Africa, by undertaking and facilitating organisational and substantive arrangements for technical assistance missions, including preparing substantive documentation for workshops organized, undertaking follow-up activities, participating in needs assessments and other assigned tasks, etc.;
  • To Support GPML in undertaking and maintaining liaison with the relevant authorities of West African countries, mobilizing their support and undertaking substantive and programming consultations, develop networking within the framework of the implementation of regional / strategy programmes and/or plans of cooperation;
  • To provide substantive input as requested by UNODC for liaison with, and for relevant meetings and initiatives of, domestic and regional organizations/processes, especially ECOWAS/GIABA;
  • To perform other duties relevant to UNODC/ROSEN as required.
Performance indicators are the quality, appropriateness, value and timeliness of contributions, organisational and substantive input provided to UNODC/GPML activities in West Africa.

Qualifications et expériences requises

Education:

  • Master’s Degree, preferably in law.
Experience:
  • Experience in delivering technical assistance in areas of interest to the UNODC mandate, e.g. crime prevention, law enforcement, criminal justice, security sector reform;
  • Experience in project coordination and implementation, including administrative and financial backstopping, monitoring programme delivery, etc.
  • Experience in scheduling meetings and providing logistics;
  • Experience in drafting and translating project related documents, e.g. project proposals, background papers, evaluation and progress reports,etc.
  • Experience in carrying out research on topics of interest to the UNODC mandate;
  • Experience in understanding practical, institutional and other challenges and vulnerabilities in implementing technical activities in the context of West African countries ;
  • Knowledge of the work and administrative/financial processes of the United Nations Office on drugs and crime is an asset;
  • Availability to travel throughout the West Africa region on an occasional basis.

Language Requirements:

  • Excellent communication skills in English and French;
  • Knowledge of Portuguese is an asset.
