Background
 
The Ministry of Local Government Urban and Rural Development through the Department of Civil Protection (DCP), is one of the Responsible Parties in the UNDP supported project: Support to Peace Building and Increased Access to Sustainable Livelihoods in Zimbabwe. The DCP activities are focused on the Output 4: Increased capacity of communities, local and national institutions for disaster risk reduction and recovery. The key activities of this Output are:
  • Support of the development of a national strategy on DRM;
  • Support the strengthening of DRM institutions at local and national level;
  • Support the advocacy, promotion mechanisms awareness and knowledge management for DRM in Zimbabwe;
  • Support the strengthening of early warning mechanisms to be operational;
  • Support the development of DRM plans, including preparedness plans and their implementation at community level;
  • Provide human resource capacity for DRM.
Following the development of the new draft legislation and policy frameworks on DRM/DRR in Zimbabwe, the DCP intends to undertake a comprehensive organizational assessment analysis and recommendations for its transformation to a specialized Disaster Risk Management Institution. This transformation will take cognizance of other existing national institutions.
It is this context that the DCP through the support from UNDP intends to engage a consultant to undertake this exercise.

Devoirs et responsabilités

Scope of work, responsiblities and description  of the proposed analytical work:
 
Under the direct supervision of the Director of the Department of Civil Protection, with the support of UNDP, the consultant will be responsible for development of a document on the transformation of the Department of Civil Protection to a Disaster Risk Management Institution in line with the new policy and legislative thrust.

The consultant will:
  • Reflecting on the draft DRM Policy, legislation and the DRM Strategy, conduct a needs analysis of the current Department of Civil Protection structure versus the needs of a DRM institution;
  • Analyze and reflect on human resources and management best practices from other Disaster Risk Management institutions in the sub region;
  • Consult and analyze existing professionalized departments in the Public Service and consult staff of other Ministries;
  • Develop an appropriate organizational structure and the requisite staffing grades and levels in line with both the Public Service Commission and the needs of a DRM institution;
  • Define progression requirements for the varied staff inclusive of entry level requirements;
  • Conduct a workshop to validate the proposed structure;
  • Produce a comprehensive report on the transformation of the DCP to a DRM Directorate.
Expected outputs:
 
An inception report within one week of signing the contract clearly outlining the approach/roadmap to the assignment,
A comprehensive report on the transformation of DCP to a DRM institution.

Compétences

  • Knowledge and familiarity with disaster management and disaster risk reduction concepts, literature and systems will be an added advantage;
  • Demonstrated experience in leading and facilitating organizational development processes;
  • Excellent analytical skills;
  • Strong communication skills (writing and oral).

Qualifications et expériences requises

Education:
  • Master’s degree in Organizational Development, social sciences or related fields.
Experience:
  • At least ten years post-qualification work experience in the relevant field.

Financial Proposal
Contracts based on total contract fee - Payments shall be made to the consultant based on the agreed contract.
The financial proposal should specify the contract fee, which includes all other costs like airfare, per diems, etc. For evaluation purpose, the financial offer should provide breakdown of all costs.
