Background:
 
Since September 2011, UNDP has supported preparatory activities in preparation for a broad-based legal sector reform under an initiation plan signed between UNDP and the Zanzibar Ministry of Justice and Constitutional Affairs. UNDP Tanzania supports the legal sector reform in Zanzibar in response the Revolutionary Government of Zanzibar’s priorities, as outlined in the key strategic documents (Vision 2020, MKUZA II and the MoJCA 2011/2012 Budget) priorities. It is also based on the UN Programmatic framework the United Nation Development Assistance Programme (UNDAP) outcome 1.2 ‘Select Public Sector Reforms in Zanzibar are developed and accelerated’.
 

Implementation of the preparatory phase has faced challenges including slow progress in the implementation of activities, in this regard there is need to accelerate the identification and costing of the reform plan.  In addition, there is need for assurance of the ongoing baseline studies to ensure that they are supportive of a prospective emerging roadmap.  It is in this context that UNDP and the Revolutionary Government of Zanzibar have jointly agreed to recruit a consultant to coincide with the support mission from the Bureau for Development Policy (BDP), UNDP Headquarters and the Regional Service Centre, Johannesburg to engage with the stakeholders and finalize the project document for UNDP support to the legal sector reform in Zanzibar

 

Devoirs et responsabilités

 

  • Engage with the stakeholders as part of the finalization of the development of a full project document for UNDP support to Zanzibar Legal Sector Reform Programme. This will include but not limited to the finalization of the project document with complete results and resources framework, first-year Annual Work Plan, job descriptions for key personnel involved in implementation.
  •  Work closely with the support mission from UNDP Headquarters and the Regional Service Centre in the identification of key entry points and UNDP interventions for support to Legal Sector Reform in Zanzibar. This will include support the preparation of key documentation and reports with the support mission which will coincide with the consultancy.
  •  Engage with the stakeholders for additional analysis of the legal sector reform in Zanzibar and develop required reports and tools to facilitate UNDP support including the M&E plan and donor proposal.
  •  Support in any other duties related to the formulation of UNDP’s Support to legal sector reform as may be required or identified by the Implementing Partner and UNDP Country Office during the course of the consultancy.

 

 

Compétences

 

  • Fluency in English and Swahili is required.
  • Knowledge of Zanzibar administrative structures, political context and development priorities.
  • Ability to work in multi-disciplinary and multi-cultural teams.
  • Excellent communication skills, including the ability to write clearly and succinctly and communicate effectively and persuasively with diverse audiences and partners.
  • Strong organisational skills.

Qualifications et expériences requises

 
 
  • Masters Degree in law, international law.
  •  Minimum 5 years of professional experience in research and analysis especially in the field of law or public reforms required.
  • Experience in working with government officials, donors and civil society organizations in donor-funded projects.
