With the 2015 MDG deadline fast approaching, the UN Secretary-General has outlined the UN-led process to determine the post-2015 development framework. To contribute to the UN system-wide effort, the UNDG has been asked to: 1) facilitate national consultations in at least 50 countries; 2) hold global thematic consultations on key issues pertaining to the post-2015 development agenda; and 3) create a web portal for interaction and information exchange. The results of these efforts will serve as input to the work of the High-Level Panel to be named by the Secretary-General after the Rio+20 conference in June 2012.
The global thematic consultations will be organised in partnership with civil society, academia, the private sector and decision makers and will be based on the following nine topics:  Inequalities;  Population;  Health;  Education;  Growth & Employment;  Conflict & Fragility; Governance;  Environmental Sustainability & Food Security and Nutrition.
 
The thematic consultation on Governance in particular is a response to an increasing demand from various actors over the past few years, especially civil society, to discuss governance and accountability bottlenecks in the context of the MDGs, and how these gaps could be addressed in a new global development framework. As with all global thematic consultations, this consultation will feed into the UN’s overall post-2015 process and provides the opportunity to advocate for meaningful participation through global outreach which factors in national and local priorities shaped by multiple stakeholders, and championing the universal rights and values enshrined in its charter.
The Global thematic consultation on governance is being co-organised by UNDP (Department of Democratic Governance Group) and OHCHR.

Devoirs et responsabilités

The objective of this consultancy is to facilitate the overall arrangements for the Global thematic consultations on governance of the post-2015 UNDG process. Under the direction of the Practice Director of Democratic Governance and guided by the DGG post-2015 team, the consultant will coordinate the arrangements for the global consultations as well as undertaking drafting briefing documents and representing the post-2015 team at meetings related to the thematic consultation. The consultant will undertake the following tasks:
 
Substantive support:
  • Finalize work plan for the consultation preparation with clearly identified and agreed upon roles and responsibilities for members of the DGG post-2015 team and partner stakeholders;
  • Liaise with stakeholders, including the reference group for the consultation, on the structure and outcomes for the consultation;
  • Draw up the draft agenda for the consultation and integrate comments from the DGG team and external stakeholders;
  • Conduct research as required on issues related to governance and the post-2015 development agenda;
  • Represent UNDP Democratic Governance Group at meetings related to the thematic consultation reporting the discussions back to the DGG post-2015 group;
  • Coordinate the collection, production and dissemination of materials and other resources to be presented at the consultation and also documents produced as a result of the consultation;
  • Ensuring effective advocacy and communication support for the global consultation.
Management and logistical support:
  • Guide and carry out practical matters related to the organization of the global thematic consultation, including logistical and administrative matters;
  • Manage the invitations and attendance for the thematic consultation, working closely together with OHCHR;
  • Liaise with any proposed facilitators and participant speakers for the consultation, as well as UNDP participants (from HQ, Regional Bureaus, Regional Service Centres and Country Offices);
  • Set up a system of reporting with reporters in different sessions and produce a final narrative report of the consultation;
  • Carry out other duties as assigned by the DGG director and the post-2015 team.
  • Liaise with the post-2015 Technical Advisory Group (TAG) to support the e-dialogues related to governance.
Deliverables:
  • Workplan developed for global thematic consultation, liaising with DGG post-2015 members and partner stakeholders
  • Draft agenda for consultation produced
  • Global thematic consultation arrangements made and participation organized
  • Contribution made to the implementation of DGG’s strategy for post-2015
  • Represented DGG at meetings related to post-2015
  • Documents for the consultation delivered to consultation and outcome document produced
  • Advocacy strategy for the consultation developed and implemented
  • System of reporting for the consultation sessions established and a final narrative report produced

Compétences

  • Solid experience in governance and development, including understanding of the evolving post-2015 agenda;
  • Demonstrated strategic and analytical capabilities and strong drafting skills;
  • Prior work with UNDP including engagement with Regional Bureaus, Regional Service Centers and COs is an asset;
  • Demonstrated experience in the organization of similar and participatory processes and coordination of and on-site events required;
  • Strong presentation, organizational and planning skills;
  • Strong knowledge management and computer skills;
  • Strong inter-personal and teamwork skills while at the same time being capable of working independently.

Qualifications et expériences requises

Education:
  • Masters Degree (or equivalent degree/experience) in Development or International Relations, or a related field.
Experience: 
  • Minimum seven years of experience in the area of governance/development.
  • Proven experience in event and knowledge management.
Language:
  • Strong oral, written and editing skills in English are a prerequisite.
  • Knowledge of an additional UN language preferably French or Spanish is a strong asset.

  • Daily fees
  • All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. UNDP will not accept travel costs exceeding those of an economy class ticket.
  • Any other financial claims to accomplish this task, e.g living expenses if outside of home country, visa, travel insurance.

  • Application Evaluation Process - Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
