UNDP implements jointly with Supreme Court of Uzbekistan a “Civil justice reform: Effective court management” project. The main goal of the project is to offer technical assistance to strengthen the institutional framework of the civil courts of Uzbekistan through a) development of favorable conditions for further improvement of the civil justice in legislation and in practice; b) enhanced accessibility of justice through E-justice implementation, improving court decisions, direct application of the UN Conventions as well as enhancing enforcement of court decisions, and increased awareness of public of available legal remedies in obtaining civil justice; c) improved efficiency of civil justice system; d) promotion of alternative methods of civil disputes settlement.

Devoirs et responsabilités

Under the direct supervision of the Project manager and in close cooperation with the relevant specialists from the Supreme Court of Uzbekistan and Programme Coordinator from Good Governance Unit, the E-Government Specialist will be fully responsible for the strategic and operational management of the project according to the project document, UNDP corporate rules and procedures and for fulfilling the following:

 
  1.  Identify and analyze relevant and applicable to Uzbekistan's context experience and best practices of e-governance;
  2. Plan, initiate and follow up on the research studies, documents formulation related to the national e-Governance strategies, policies, action plans leading towards the enhancement of easy and “24/7” access to the justice services (G2C, G2B services) using any possible ICT means for better delivery of civil justice to citizens, improved interactions with civil society, citizen empowerment through access to information, and more efficient E-justice management;
  3. Ensure introduction of modern and innovative E-Government (E-justice) approaches in pilot Zangiata civil court;
  4. Promote awareness raising on E-Governance (including E-justice) importance in Uzbekistan by conducting conferences/seminars/ round tables on the status of E-Governance development, summary of achievements, its potential for growth, identification of vital needs, resources and infrastructure required for its further development in Uzbekistan;
  5. Strengthen capacity of court and state officials on ICT issues as well as increase awareness of educators, students and ordinary people and their preparation towards ICT usage at all levels through development of various training modules and reference materials.
  6. Coordinate implementation of E-justice concept in the pilot Zangiata civil court of Uzbekistan through applying the best international practices to local circumstances and undertaking follow-up activities;
  7. Recruit and manage the groups of local experts within various project interventions;
  8. Assist with arrangements of various missions;
  9. Monitor day-to-day implementation of the project activities, analyze problems that hamper their implementation and advise the Project Manager on appropriate measures to ensure timely delivery of required outputs and achievement of measurable results
  10. Perform other duties related to the scope of work of the E-Government Specialist as required

Qualifications et expériences requises

Education:
  • University degree in one of the following areas: ICT, telecommunications or related field is required; advanced university degree is an asset.
Experience:
  • At least 2 years of progressively responsible experience in the related field. Work experience with government agencies and any development organization is an advantage;
  • Familiarity of UNDP system, rules and procedures is an advantage;
  • Experience in software development and in handling of web-based management system is an advantage.

Language Requirements:

  • Fluency in written and spoken Russian, working knowledge of Uzbek and English.
