The United Nations is supporting the National Dialogue Conference which is an integral part of the political transition Yemen embarked on in November 2011. The UN’s support aims to ensure that the National Dialogue process is transparent, inclusive, participatory and meaningful. On 12 June 2012, the Security Council passed a new resolution 2051 on Yemen (S/2012/2051) in which they reaffirm the need for the full and timely implementation of the Transition Agreement in accordance with resolution 2014 (2011), and “requests the Secretary-General to continue to coordinate assistance from the international community in support of the National Dialogue and transition, as stipulated in the Implementation Mechanism of the GCC Initiative”.
With the signing of the November 23 Transition Agreement, Yemen’s transitional process was launched. The Agreement provided for a transition led by a Government of National Unity over two years. Phase One of the transition concluded with the election on 21 February of Abed Rabbo Mansour Hadi as the new President of Yemen marking the end to President Saleh’s33 year rule. Phase Two of the November Agreement commits the sides to the conduct of a National Dialogue Conference to run over a period of six months and to include political actors, including the Youth, the Southern Movement, the Houthi insurgency, other political parties, civil society representatives and women. Given current progress in the transitional process, the National Dialogue process, including its preparatory phase, will end in the Spring of 2014.
The National Dialogue Conference is a key part of Yemen’s political transition and aims to expand political participation to the important constituencies mentioned above. In order for the Conference to be effective, it will need extensive preparation as well as strong support throughout the preparatory period as well as during the conduct of the Conference. With this in mind, the United Nations is mobilizing the expertise of its various agencies in order to assist the Yemeni stakeholders who will lead this process.
On 14 July 2012, President Hadi issued a decree announcing the set-up of a Technical Committee to prepare for the National Dialogue Conference. The decree outlines that “international assistance for the preparatory and dialogue process shall be provided through an integrated United Nations programme”. The position outlined in these terms of reference will form part of the Secretariat staff to support the preparatory committee.

Devoirs et responsabilités |
- Contributing to the development and implementation of a program of work for the Preparatory Committee;
- Managing all aspects of the Preparatory Committee's Secretariat in support of the work of the Project Coordinator;
- Contributing to the preparation of the Preparatory Committee's regular meetings
- Contributing to the preparation and running of meetings, workshops and outreach efforts led by the Preparatory Committee; This includes both the substantive and logistical aspects of the preparation;
- Liaising with various stakeholders, as appropriate, on the work of the Preparatory Committee;
- Working with the Communications Manager on a public awareness campaign;
- Contributing to the logistical and administrative preparations for the National Dialogue Conference, including the identification and preparation of the venue, the servicing of the conference (catering, communication and secretarial services included), and security arrangements.
- Maintaining regular communications with potential and existing local organizations and donors;
- Managing and directing a local staff of 4.

Qualifications et expériences requises |
Education: - Bachelor’s degree in International Affairs, Political Science, Development or related discipline.
Experience: - At least 5 to 7 years of extensive experience in democracy, and NGO related work;
- In-depth understanding of political issues and trends in Yemen and the Middle East region;
- MS Office skills; Generally excellent computer skills;
- High degree of organization and initiative;
- Professional experience in managing projects and events;
- Excellent leadership, organizational, planning, and communication skills.
- Ability to multi-task and work independently.
- Solid project management experience.
Language Requirements: - Fluency in Arabic Language. English Language is desirable.
