Launched in 2005 and currently active in over 20 countries, the UNDP ART Global Initiative  (Articulation aux Réseux Territoriaux et Thematique de Dévelopment Humain – Articulation of Territorial and Thematic Networks for Human Development Cooperation) is an entry point for all international cooperation actors interested in harmonising their respective actions in support of national policies for sustainable and local human development. Within an evolving development landscape ART capitalises on the complementarities of actors at the local level and puts in place multi-level governance systems for sustainable human development. It does so by promoting a programmatic, operational and administrative framework for coordination and institution building. ART’s objective is to enhance the capacities of national and local institutions and actors working in a complementary way at the local level, thereby achieving the Millennium Development Goals and attaining inclusive, resilient and sustainable development.
Moreover, through the ART Initiative, UNDP promotes Local Economic Development (LED) in territories where considered a priority by the territorial stakeholders. And a wide network of international centres of excellence (e.g. organisations, associations, universities, research institutes, etc.) and local governments articulate their support to LED processes through Initiative and its framework programmes in partner countries. The integrated approach to human development ART flagships through Local Economic Development Agencies (LEDAs) integrates the economic, social and environmental components of sustainable development inter alia. LEDAs are also part of a multi-tier governance system for the promotion of LED under the leadership of local governments and in cooperation with the private sector and the civil society. LEDAs enhance organised local networks in partnership with universities, research centres and institutions promoting territorial development; and encourage continuous collective/interactive learning, both among territorial stakeholders and with international (decentralised) cooperation partners.

The main objective of the consultancy is to provide technical advice on local economic development to two ART Framework Programmes:
 
ART Framework Programme in Senegal:

Main objective: 

The incumbent will asses and facilitate the establishment of mechanisms to facilitate access to credit in the Louga Region based on existing mechanisms or through the recommendation of a new mechanism. Specific attention will be laid on the DEL initiatives already implemented by the ART programmes and its specific instruments and mechanisms in the field, e.g. territorial working groups, development cooperation houses, etc.
 
Main activities/responsibilities:
  • Identify relevant institutions, organizations and/or service providers in the field of local economic development;
  • Identify and analyze, in collaboration with local public, private, social, and communitarian actors, all relevant existing finance mechanisms (credit funds) for Small and Medium Enterprises (SMEs);
  • Participate in discussions with local actors for the establishment of the credit fund and identify the most suitable mechanism (adaptation of existing mechanism or creation of a new instrument);
  • Support the establishment of the credit fund through a proposal of operation mechanism and final structure strategy including the terms and conditions.
Deliverables:
  • Overview of the credit access situation for SMEs in the Luga Region;
  • Proposal of a credit mechanism for SMEs in the Louga Region in the framework of the ART Programme;   
  • Mission Report.
ART Framework Programme in Gabon:
 
Main objective:

The incumbent will provide an overview and analysis of the local economic development situation in the framework of the ART Programme in Gabon.
 
Main activities/responsibilities:
  • Identify relevant institutions, organizations and/or service providers in the field of local economic development;
  • Identify and analyze relevant activities in the field of local economic development carried out by government, private companies, public or private actors, institutions, etc.
  • Participate in discussions with local actors for the development of a local economic development strategy to appraise local endogenous potential. This strategy will determine the ART Programme intervention on LED based on necessities and potentials;
  • Identify capacity building needs of the Local Working Groups on local economic development and provide technical assistance;
  • Within the overall ART network and partners in the LED area, orient the second phase of the ART Gabon programme with reference to its LED component;
Deliverables:
  • Overview of the LED situation in Gabon;
  • Inputs for a LED strategy based on local necessities and potentials in the framework of the ART Framework Programme;
  • Mission report.
Based on the field missions and in consultation with other ART Framework Programmes in Africa, the incumbent will also be responsible for delivering a strategic report for resource and partner mobilization in local economic development (with a specific focus on the ART Framework Programmes in Africa).
 
Operational arrangements:
The consultancy will be based on field work in various countries where LED has been promoted by UNDP ART Framework programmes or one of its predecessors programmes/related initiatives and/or institutions. Field missions will be carried out to Senegal and Gabon.
For field visits, preparatory work and desk research will be carried out at the consultant’s home-base, and in regular communication with the ART team and local parties in selected countries via skype, email or telephone. For country/field visits an estimated duration between one week and ten days is foreseen. Depending on where the consultant is based it would be desirable to combine missions in order to economise on travel and operational costs.
The consultancy will be carried out through preparatory work and desk research at the consultant’s home-base, and in regular communication with the ART team and local parties in selected countries via skype, email or telephone.
The consultant will work under the supervision of the ART Programme Specialist and in cooperation with the ART Programme Specialist and Chief Technical Advisors of the Framework Programmes involved in the consultancy as well as ART Specialists on Local Economic Development and other ART’s LED and LEDAs’ partners.
 
UNDP will provide guidance and feedback at all stages of the process and the resulting products and documents will be subject to an internal review process.
 
Data gathering techniques will include extensive stakeholder consultation with all relevant parties and stakeholders collaborating (government officials, academicians, representatives from the financial sector officials, NGOs, trade union officials, etc.). Ideally, local workshops or consultation meetings are to be held in those territories where the ART framework programmes is currently involved with local working groups and functioning LEDAs.
 
The ART framework programmes will provide all logistical and organisational support to the consultant such as transport, organisations of meetings and translation if required.
 
The estimation of the consultancy duration:
  • Consultation and preparatory work: 7 days.
  • Missions to Senegal and Gabon: 18 days.
  • Elaboration of deliverables: 20days.

Qualifications et expériences requises

Education:
  • Masters in a relevant discipline, such as Economics, Local Development, Local Economic Development, Development Studies, etc. PhD is an asset.
Experience:
  • At least 12 years of proving relevant work experience, in local economic development, credit operations, and community based activities;
  • Significant experience in local economic development processes in Africa;
  • Preferably proven record of reports/publications on the subject;
  • IT literacy.
Language Requirements
  • Fluency in spoken and written French and English is a must.
