I. BACKGROUND

UNFPA, the United Nations Population Fund, is an international development agency that has prioritized young people (10-24 years old) in our mandate, and in all advocacy efforts and programmes worldwide. UNFPA has three decades of experience advocating for the rights and needs of young people, beginning with its pioneer work in population and family life education, and its support to youth-friendly services and youth centers. Youth participation as a principle in working with young people as a valued as human rights, gender equality and equity principles being operationalized in all UNFPA supported country programmes including the 8th Country Programme with the Government of Indonesia.

The Youth Advocate is needed to fully mainstream young people in programming in UNFPA through participating in decisions that affect their lives and expressing their views and opinions, in accordance with basic human rights principles and the Programme of Action of the International Conference on Population and Development (PoA of ICPD).

II. SUBSTANTIVE DUTIES AND RESPONSIBILITIES:

Under the overall guidance of the Representative and under the direct supervision and evaluation of the National Programme Officer (NPO) on Youth and Adolescent Sexual and Reproductive Health (ASRH), the Youth Advocate is expected to assist the NPO to support youth participation in UNFPA policies, programmes and activities in Indonesia including to:

1. Provide guidance to UNFPA in terms of designing youth-friendly programmes and policies and in ensuring that youth participation is always part of UNFPA policies, programmes and activities across the thematic areas (Reproductive Health, Population and development and Gender Equality).
2. Facilitate/coordinate with partners in conducting consultative meetings between young people, youth-serving organizations and UNFPA in coming up with strategic opportunities and actions that will address the adolescent and youth issues leading to strengthened collaboration and coordination between these entities.
3. Identify and discuss with the UNFPA Representative and Programme Officers the emerging issues of young people that are related with the UNFPA mandates.
4. Assist the Country Office in the involvement and communication mechanism implementation of the Youth Advisory Panel (YAP) in the UNFPA programmes. It is including coordinating the availability of periodic progress report on the work of YAP in across all aspects of UNFPA mandate and operations in the areas of population and development, gender equality and equity, and reproductive health and rights, including HIV and AIDS.
5. Participate/ represent UNFPA in youth-related activities with implementing partners, UN agencies and donor agencies.
6. Compile/document good practices and lessons learned from youth policies and programmes.

Qualifications et expériences requises

IV. RECRUITMENT QUALIFICATIONS

Academic Requirements:
-  Bachelor’s degree preferably in social/development science or any other relevant discipline.

Experience and qualifications:
-  Indonesian nationality and must be between 21-24 years old by 31st December 2013
-  Have adequate knowledge of existing youth organizations/networks/links in Indonesia.
-  Should be knowledgeable of local and global issues and concerns related with UNFPA mandates (population and development, gender equality and equity, and reproductive health and rights).
-  Experience as an active leader in youth organizations is preferable.
-  Experience on project management is an advantage. 
-  Minimum 3 years of relevant working experience.
-  Must have excellent communication and negotiation skills.
-  Able to work under pressure.

Languages:
-  Able to communicate clearly and concisely in both English and Bahasa Indonesia
-  Good writing skills in English, preferably report writing.

Computer skills:
-  Proficiency in current office software applications.
