Historique

In late 2012 and early 2013 the UNDP Evaluation Office (EO) will carry out an assessment of the quality of programme and project evaluations conducted by the UNDP Bureaus and Country Offices. This effort is carried out annually, consistent with the EO work plan, as approved by the UNDP Executive Board. There are approximately 200 evaluation reports that will be reviewed and quality assessed, and a team has been hired to assist the EO with these quality assessments. Once the individual assessments are completed, the results will be synthesised, and then reported on as part of the Annual report on Evaluation, presented to the UNDP Executive Board at their annual meeting.

The Research Assistant will be directly supervised by the UNDP EO Task Manager for this effort.  The RA will also work closely with other members of the Quality Assessment team.

Tasks

Under the supervision of the Manager, the following tasks will be carried out by the RA during the course of the assignment:

  • Drafting syntheses and analyses of the findings in terms of the quality assessment of the programme and project reports
  • Provide technical support to analysing the data and designing reporting formats, charts and diagrams using the information from the assessment template
  • Support the launch and maintenance of an on-line quality assessment template placed on the electronic platform (UNDP’s Evaluation Resource Centre)
  • Help with assigning and tracking individual work assignments for each consultant
  • Other miscellaneous tasks to ensure timely delivery of draft report by 8 February 2013
  • Liaise with consultants undertaking the quality assessments and provide support and clarifications as required with regard to the assessment template

The deliverables for the assignment stem from the above tasks and include at a minimum:

  • Tracking sheets for consultant contributions
  • Guidance notes for use of on-line assessment template
  • Analyses of aggregate information derived from the individual report assessments for inclusion in the draft Annual Report
  • Monthly activities and accomplishments report

Compétences

  • Knowledge of UN activities
  • Excellent analytical and research skills and the ability to distil information
  • Excellent, advanced knowledge and experience of Excel and other software applications
  • Self motivated and autonomous, must be able to plan his/her own work to be produce and deliver the reports on time 

Qualifications et expériences requises

Education:

  • Minimum master’s degree with academic and/or professional background in international development, social sciences or related discipline

Experience:

  • At least 2 years of professional experience in researching in the fields of international development, economics, social sciences or related

Language:

  • Excellent writing skills in English & competence in written French and/or Spanish highly desirable.
