The UNDG-ECHA Working Group on Transition (WGT) was established in 2004, as a UN forum for discussion of transition issues and provision of support to UNCTs in this regard.  Its purpose is to unite the development, political, peacekeeping, and humanitarian actors of the broader UN System, to develop policy guidelines and methodological approaches, to support countries in post-conflict transition settings.

The UNDG-ECHA WGT has developed a range of instruments, including guidance notes, policies, lessons, and tools, to support RCs and Country Teams in transition countries, covering an array of thematic issues, particularly planning, coordination and resources mobilization, but also partnership and other thematic areas (such as natural resources management and conflict).

This material is organized online under the post-crisis transition tab of the UNDG website (http://www.undg.org/index.cfm?P=6).  This overall toolkit, hereon referred to as the UNDG-ECHA toolkit on transition, also comprises a “Post-Conflict Needs Assessments (PCNA) toolkit” and a “Lessons learned and good practice tool: adapting coordination mechanisms to support national transitions”.

The primary clients of the UNDG-ECHA toolkit on transition are the UNCTs. However, its content and language should also assist UNDG and ECHA members at Headquarters in accessing relevant policy, guidance and knowledge on transitions.

The UNDG-ECHA toolkit requires updating of both format and content with a view to ensure:

  • Its content, as well as references to other processes and websites, is updated and accurate;
  • The organization of the content is user friendly and facilitates access to information and documents in an intuitive navigation fashion;
  • It compiles the necessary documents and links to serve as the reference for the members of the UNDG-ECHA WGT on the latest and most updated UN guidance and tools on transition issues.
  • Its structure facilitates the updating of information and documents.

This work will require both a substantive review of the content and materials on the website, and a re-organization of tabs and cross-references. It will also require a technical re-design of the website, which is being carried out by the DOCO knowledge management (KM) web team.

OBJECTIVE

The overall objective of this consultancy is to ensure that the UNDG-ECHA toolkit on transition is updated in terms of content (deleting outdated material , identifying material that should be updated, and including new and relevant material) and that this content is organized in a format that, on the one hand abides by the UNDG rules and templates on websites, and on the other hand facilitates intuitive navigation by users and allows for cross-referencing.

The consultant shall also ensure the coordination with DOCO knowledge management web team, which is carrying out the technical work necessary for updating the UNDG-ECHA toolkit on transition, particularly the reorganization of the tabs and materials, as well as cross-references and links for navigation.

KEY TASKS

  • Map the current content of the UNDG-ECHA toolkit on transition, and categorize the content (policy, guidance, examples, and lessons). Identify which components should be deleted; which components require update; which additional component should be incorporated;
  • Map the different contact references to ensure that they are updated (liaise with DOCO on  contact references to be replaced per topic);
  • Establish a focus group of users to be used to define how to best organize the content in a way that facilitates access and use;
  • Identify and gather the additional material to be included;
  • Draft updates of material as required, incorporating latest developments and practices, within the UN;
  • Assist with the adoption/consultation/endorsement processes of new material and/or updates (after identification by DOCO on which material requires endorsement of the UNDG-ECHA WGT and which material can be updated independently);
  • Consult with DOCO KM team on the format required for the presentation of the flow and reorganization of the tabs of the toolkit. Produce a flow chart in the required format for the reorganization of the tabs/content, identifying cross-references, hyper-links, links with the UNDG toolkit and other tools as required (particularly PCNA toolkit and lessons learned and good practices tool on transition of coordination mechanism).

The Consultant will report to the Policy Advisor on post-crisis and transition in DOCO and day to day cooperation with the Policy Specialist responsible for knowledge management in transition post-crisis.

MAIN DELIVERABLES

  • Within the first 48 hours of the start of the assignment, produce a work plan with the different tasks outlined, including proposed allocation of working days per task, as well as identification of inputs required from DOCO, focus group and DOCO KM team;
  • Within the first month of the assignment, produce an intermediate report with a specific timeline to be included in the work plan on Composition and use of focus group;
    Mapping all current and suggested new content of the UNDG-ECHA transition toolkit (as indicated in the key tasks (3.1 & 3.2);
  • Flow chart of reorganization of tabs and content, with references and hyperlinks, as per 3.7 above;
  • Final report summarizing work done and presenting suggestions of actions to ensure that content is maintained and updated regularly.

TIMEFRAME

The consultancy is subject to a maximum of 60 working days during the period of engagement 18 Feb 2013 – 31 May 2013
Any changes in the allocation of working days per task, after approval of the initial work plan, shall be done in consultation with the Policy Advisor.

Qualifications et expériences requises

Education:
  • Masters’ degree in International Affairs or related field;
Experience:
  • At least five years of experience on crisis and post-conflict transition issues, of which at least one year experience in a post-conflict/crisis country, with the UN (preferably within a UN Agency, Fund or Programme or RC Office);
  • Experience on codification of knowledge and development of knowledge tools highly desirable;
  • Strong analytical skills;
  • Excellent drafting skills;
Language:
  • Excellent knowledge of English, oral and writing.

Evaluation

Individual consultants will be evaluated on the cumulative analysis method – combination of the weighted technical and financial score - to obtain the total score. The designated weights for the technical and financial criteria are 70% and 30% respectively. The total score for each candidate will be the weighted sum of both the technical and financial scores.

Step 1: Technical evaluation of the candidates CVs and Proposals. The minimum score required to pass the technical assessment is 70%.

Step 2: Financial evaluation of the technical proposals scoring 70% or more in step 1. The lowest financial offer will receive the assigned maximum financial points (100). All other financial offers will receive points in inverse proportion.
The Offeror with the highest total score (weighted) will be selected for the contract award provided that their financial offer is within the hiring unit’s budget allocation.
