UNDP’s democratic governance practice focuses on fostering inclusive participation, strengthening responsive governing institutions, and promoting democratic principles.
 
In this context, UNDP provides support to countries to develop electoral laws, processes and institutions that strengthen inclusive participation and professional electoral administration. Support includes the conceptual and programming guidance to UNDP country offices and national stakeholders alike in using an electoral cycle approach that grounds electoral administration and assistance in democratic governance.
 
To respond to the growing demands and ensure global coherence while balancing and responding to regional and country realities, UNDP has developed a Global Programme for Electoral Cycle Support (hereafter, ‘GPECS’). GPECS aims to deepen democracy and accelerate human development by focusing on the intermediate UNDP Strategic Plan outcome of “electoral laws, processes and institutions strengthen inclusive participation and professional electoral administration.” GPECS seeks to achieve the outcome by:
  • Providing leadership, advocacy and capacity development in the field of electoral cycle support at the global level;
  • Supporting South-South cooperation and promoting regional knowledge development, exchanges and capacity;
  • Supporting electoral cycle development and lessons learned in key countries at the national level; and4.      Fostering inclusive participation and women’s empowerment.
GPECS is a $38 million initiative that goes through 2013.

Devoirs et responsabilités

The Consultant will provide support in the following matters:
  • Contribute to BDP support ABP priority countries (i.e. review of good practices; support to online toolkit; update of teamworks;)
  • Conduct background research for knowledge products (i.e. cost of elections & sustainability)
  • Support production process of existing publications (i.e. by editing and coordinating with designers and printers for the following publications: Media and Elections Guide; Youth Guide
  • Support the organization of events and meetings (i.e. High Level Meeting on Electoral Assistance; Validation workshop on Electoral Assessment & Indicators Guide; Youth Guide Launch;
  • Support follow up activities to 2012 review processes (i.e. Corporate evaluation; lessons learned exercises;
  • Conduct background research for knowledge products (i.e. domestic electoral observation , review of international good practices, indigenous peoples political participation)
  • Provide any additional administrative and programming support as required.

Compétences

  • Demonstrated excellence in writing and research is essential;
  • Excellent organizational skills; and ability to multi-task;
  • Knowledge of UNDP and of its Democratic Governance work is highly desirable;
  • Ability to write, read and speak English is necessary;
  • Fluent French is required, and fluent Spanish also required;
  • Administrative experience an asset for support to the lead consultants will be needed, such as working with excel spreadsheets, meeting organization, teleconferencing, etc.

Qualifications et expériences requises

Education:
  • Secondary education in development, political science, international relations and any other relevant area.
Experience:
  • At least 3 years of experience in research, especially in elections and governance areas.
Language Requirements:
  • Fluency in English; working knowledge of French or Spanish an asset.
Note:
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.  The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 70 points:
  • Demonstrated excellence in writing and research is essential - 15;
  • Excellent organizational skills; and ability to multi-task - 15;
  • Knowledge of UNDP and of its Democratic Governance work is highly desirable - 20;
  • Ability to write, read and speak English is necessary - 10;
  • Fluent French is required, and fluent Spanish desirable - 10;

Financial Criteria - 30% of total evaluation – max. 30 points

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services).
 
Travel costs, if any, will be covered separately according to UNDP rules and regulations.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
