Under the overall supervision of the head of office for North Africa multi country orffice, the Programmes Management Specialist is responsible for programmes management and office administrative activities and participates in all aspects of Un Women activities from program development, management of operational projects and initiation of new projects.
The Programmes Management Specialist leads the programmes team in strategic planning and identifies new programme areas while ensuring consistency with UNDAF/SP priorities and creative responses to emerging challenges and opportunities.

The Programmes Management Specialist heads and supervises Programmes team and works in close collaboration with the Operations & Finance team in the CO, Programme staff in other UN Agencies, UN Women RC staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UN Women programme.

Description of Functions:
1- Develop and Manage the projects
• Formulation of quality project proposals in strategic area for Un Women’s intervention, setting models for achieving aspired results according to clear monitoring and evaluation systems.
• Review and appraise proposals submitted to UN Women North Africa Office to ensure that they meet UN Women’s business plan requirements and provide capacity building support to counterparts in project formulation.
• Contribute to program/project appraisal and evaluation according to results-based management requirements.
• Designing/implementing required research for formulating appropriate interventions, preparing TOR, identifying consultants, and giving them appropriate guidance for project identification, formulation, monitoring, and evaluation missions.
• Manage a portfolio on on-going projects in North Africa through technical monitoring and administrative and financial supervision.
• Prepare analytical and regular progress reports on UN Women’s program experiences to UN Women Regional Center, HQ.
• Act as officer in Charge in the absence of the head of office, providing overall management of the Office and program including day to day supervision of project staff throughout the region as well as representational functions.
• During the absence of the head of office, as an OIC he/she is delegated the authority to sign on all Purchase orders, letters, and requests for payments.

2- Provide strategic advice to head of office
• Provide Strategic advice head of office regarding regional and national level integration of UN Women program into socio economic development process through monitoring policy changes, conducting regular field visits, and preparing situational analysis reports that serve as the basis for the program formulation of UN Women in the region.
• Provide top quality policy advice services to government, civil society and facilitate knowledge building and management

3- Establish and maintain consultation with the institutional partners
• Establish and maintain consultation with governments implementing agencies, women’s’ organizations and multi/bilateral donors.
• Follow up on resource mobilization activities for fund raising for new projects in coordination with the Program Coordinator.

4- Maintain a quality relationships with the UN system
• Prepare analytical and regular progress reports on UN Women’s program experiences to UN/RC System.
• Liaise with UNDP Field Office and executing agencies on the management of UN Women projects.
• Take part in country level CCA/UNDAF processes and similar exercises related to the RC system ensuring that gender concerns are clearly reflected and mainstreamed in process.

Qualifications et expériences requises

Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization, national governments and civil society. Excellent knowledge of gender and women’s empowerment issues in the region

Fluency in French, Arabic and English
