UNDP Afghanistan Mission Statement:

UNDP supports stabilization, state-building, and governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

The National Institution Building Project (NIBP) builds upon the proven and successful experience of the two UNDP projects, namely, Capacity for Afghan Public Services Project (CAP) and Civil Service Leadership Development (CSLD) Project. The NIBP brings the experiences of CAP and CSLD projects under a single project framework to provide a coordinated, up-scaled and comprehensive package of CD support required by the government at the national and sub-national levels. The General Directorate of Programs’ Design and Management (GDPDM) of the Independent Administrative Reform and Civil Service Commission (IARCSC) of the GIRA is the Implementing Agency for the Project. The GDPDM is responsible and accountable for managing the project, including monitoring and evaluation of project interventions, achieving project outputs, and effective use of resources.

The National Institution Building Project (NIBP), to be implemented over a period of four years (2010-2013), will follow an integrated approach to CD. The primary objectives of the project would be to enhance capacity within the ministries at all three levels, namely institutional, organizational and individual which would ultimately result into improved service delivery through an efficient, organized and trained civil service. The visible impact would be better budget utilization, rationalized organization structures and well trained civil servants.

The results of NIBP shall be achieved primarily through provision of services of Capacity Development Advisors (CDAs) in select government entities to provide coaching and advisory services for institutional strengthening, organizational reforms and skills development. Institutional and organizational reforms shall be undertaken under overall Public Administration Reform (PAR) strategy of IARCSC.

Under the direct supervision of the Operations Manager, the Security Assistant provides assistance in administrative security tasks, ensuring the highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Security Assistant will demonstrate a client-oriented approach, courtesy, tact and ability to work with people of different backgrounds.

Duties and Responsibilities:
  • Liaise with the UNDP Security Team, Police department, and other related security organization to gather information regarding security and /or update on the security situation in Afghanistan relevant to NIBP.
  • Participate in all security meetings on behalf of NIBP.
  • Assess the security situation based on the information gathered and brief NIBP management.
  • As the contact point for NIBP, to report on the security related issues and follow up on the security incidents that involve NIBP personnel.
  • Obtain the security clearance from UNDSS for all travels (incoming and outgoing travels) and ensures the availability of the necessary security logistic requirement such as communication equipment, vehicles compliance, road mission reporting system.
  • Manage the security requirements for all incoming missions such as security clearances, security briefing and UN ID cards.
  • Maintain security plan, including updating staff lists, communication tree, and the full functioning of the security related equipment.
  • Ensure the timely security advisory and information is provided to NIBP personnel.
  • Maintain minimum operational (Residential) security standards (MOSS and MORSS) for NIBP office and NIBP CDAs offices at the recipient institutions both in Kabul and in provinces.
  • Maintain radio communication system for all NIBP staff including international and national staff in close coordination with the radio room. Report to the management on the defaulters.
  • Organize training courses on security issues/awareness and preparedness.
  • Maintains communication with UNDP Security Team and relevant security officers to ensure timely issue of authorizations and other security documentations necessary for NIBP .
  • Prepare Mission Clearance Requests as required and monitors the progress of those clearances.
  • Conduct initial MOSS compliance inspections.
  • Act as a building warden for fire, evacuation or other emergency.
  • Maintain the NIBP Phone Tree.
  • Maintain the International Warden System.
  • Coordinate with learning manager on mandatory security courses.
  • Maintain the staff database on completion of security mandatory.
  • Ensures provision of reliable and safe driving services:
  • Meets security personnel and visitors at the airport when required.
  • Ensures daily vehicle logs are maintained, provision of inputs to preparation of the vehicle maintenance plans and reports.
  • Ensures timely maintenance of security vehicles.
  • Ensure vehicles are properly equipped with documents/supplies, insurance, logs, maps, first aid kit, and spare parts.
  • Ensure vehicle is field MOSS compliant at all times.

Qualifications et expériences requises

Education:
  • High School or Bachelor degree in Business Administration, Public Administration or related field.
  • Valid Driving license. 
  • Attendance on UNDSS LSA Course is desirable
Experience:
  • With high school certificate 3 years of experience and with bachelor degree 1 years of experience in a combination of administrative and/or security-related functions, with a minimum of two years safe driving record.
  • Experience in preparation and conducting of training.
Language:
  • Fluency in the language of the duty station - English, Dari and Pashtu.
