UNDP has a three-year Project of support for the Zimbabwe Human Rights Commission (ZHRC) entitled “Supporting the strengthening of the promotion and protection of Human rights and Rule of Law through enhanced capacity of institutions in the Ministry of Justice and Legal Affairs”. The project aims to build the capacity of the ZHRC in this preparatory phase, as well as during the full operationalization period of the Commission.  ZHRC was established as one of the constitutional bodies under section 100R of the Constitution. Commissioners were sworn in by the President of the Republic of Zimbabwe on 31 March 2010 and May 2011. The Human Rights Act was passed in October 2012.

The ZHRC is a new human rights oversight and accountability institution in the country, with no precedent upon which to base its Projects and priorities. There is need to strengthening the capacity of the Commission and its partners to deliver on their respective roles and mandates of promoting and protecting human rights in Zimbabwe. The overarching objective of this project is to support preparatory activities for capacity enhancement of the ZHRC in anticipation of the full and effective operationalization of the ZHRC. It aims to provide preparatory technical, advisory and financial support services to the ZHRC. Particular focus will be on enhancing cohesion and understanding of their role in the planning and management of the organization, as well as their interaction with the state, civil society and other stakeholders at a national and international level. In this regard, the ZHRC requires the services of a Project Coordinator to support the implementation of this project.

Devoirs et responsabilités

Support the implementation of the Project on “Strengthening of the Promotion and Protection of Human Rights”
  • Coordinate and work with the Zimbabwe Human Rights Commission in the implementation and monitoring of the Project, ensuring participation and coordination with relevant actors;
  • Manage the implementation of this capacity building support Project, through developing work plans, budgets,  monitoring and evaluation of plans, and resolving challenges that arise in the process in conjunction with the Commission;
  • Manage day to day administrative matters of the  Project;  
  • Manage the performance of consultants and specialist advisors engaged to support the Project;
  • Manage Project implementation activities, including design of ToRs for consultancies in consultation with the Commission;
  • Develop specific activities, including preparation of concept papers and agendas in consultation with the Commission;
  • Develop Project frameworks  and proposals;
  • Provide secretariat, technical and advisory support services to the Project Board meeting, amongst others.
Overall management and supervision of the support Projects:
  • Monitor the overall progress and performance of the support Project  by ensuring proper planning, benchmarking and target setting;
  • Provide quality analysis and substantive inputs to the development and management of the support Project, in close cooperation with GoZ and UN agencies;
  • Monitor Project  progress against annual and quarterly workplans and budgets;
  • Monitor and evaluate activities implemented;
  • Manage the accurate and timely narrative and financial reporting obligations on the progress of the support Project.
  • Consolidate inputs from the Project, as required and ensure reports are provided to donors according to UNDP’s contractual obligations.
  • Provide periodic updates to the UNDP ARR and the ZHRC on the implementation and work progress of the support Project.
Provides technical and advisory support to the ZHRC and facilitates knowledge building and knowledge sharing:
  • Provide technical and advisory support services to the ZHRC on the implementation of the support to capacity strengthening;  
  • Support policy dialogue processes and best practices on human rights protection and promotion with various stakeholders;  
  • Identify opportunities for enhancing resource mobilisation, knowledge and experience sharing in the ZHRC and develop relationships with other  justice delivery coordinating mechanisms to provide opportunities for  learning;
  • Prepare information documents and codify data on human rights issues for the ZHRC including monitoring the implementation of recommendations by UN Treaty and Charter Bodies.

Qualifications et expériences requises

Education:   
  • Master’s degree in Human Rights, Law, International Relations, Social Sciences, Public Policy or related field.
Experience:   
  • A minimum of 7 years progressive experience in National Human Rights institutions (NHRIs) and Project management, preferably with a focus on coordination and institutional capacity development of NHRIs.
  • Experience in monitoring and evaluating Human rights Projects including the Universal Periodic Review (UPR) processes is an asset.
  • Experience and knowledge of UN human rights system, African Human Rights System is an asset.
  • Experience working in a multi-cultural and/or international work environment. Wide experience of technical advisory support and overall capacity development, preferably in Africa.
  • Demonstrated knowledge and supervisory experience in administration and operational areas highly desirable (financial, human resources, procurement)
Language Requirements:   
  • Fluency in the UN and national language of the duty station
Other requirements:
  • Competent in usage of MS Office software (MS Word, Excel, Power-Point)
  • Knowledge of Results Based Management methodologies would be an asset
