The Republic of Maldives has been undergoing a democratic reform process, which has included the amendment of the constitution and the passing of legislation to modernize the country. The People’s Special Majlis, the Constitutional Assembly concluded its work in August 2008 and the revised national Constitution was adopted in August 2008. . The new Constitution provided for the first time separation of powers which has allowed the country to witness its first multi-party presidential elections in 2008, a fully elected Parliament in 2009 and the first ever local council election in 2011. However, the transition to democracy has been difficult with the country facing significant challenges in consolidating initial progress.

The Parliamentary election held in 2009 saw the representation of five Political Parties in the People’s Majlis. The current Majlis is different from the previous ones as it is represented as an organ of the liberal democratic systems envisaged in the new Constitutions 2008. For the efficient delivery of services to the people of Maldives as per its mandate in the Constitutions, the professional development of the Secretariat is crucial. The Secretariat needs to function, ever responding to the dynamic needs of the Majlis and projecting its image as a people focused and accountable institutions

Assessments on the capacity needs of the Parliament and its Secretaruat has has stressed the need to build the technical and resource capacity of the Majlis Secretariat in order to enable them to improve their support services to the Members. This includes strengthening in-house research capabilities, providing orientations training to secretariat staff, and revision of rules of procedure.

The Integrated Governance Programme (IGP) of UNDP aims to strengthen the capacities of national and local institutions to ensure transparency, accountability and democratic processes. In this regard the IGP is supporting strengthening the capacities of the Parliament Secretariat to accelerate key functions of the Majlis. The main task under this inititaitve includes strengthening the management, procedural and legislative support role of the parliament secretariat .The present consultancy is intended support the strengthening of People’s Majlis secretariat through the development of a concept and outline for induction modules for Secretariat staff.

Objectives:

The overall objective of this consultancy would be to assess the capacity gaps within the Majlis secretariat based on secondary literature review and consultations, develop a concept and content for induction modules. The modules will be developed in close consultation with the Civil Service Commission.

Devoirs et responsabilités

The international consultant will undertake the following tasks;

  • Conduct a literature review based on the People’s Majlis Secretariat’s draft strategic plan and Rapid Assessment for the People’s Majlis. The consultant is required to present a report based on the literature review and consultations with the Secretariat and stakeholders, which would be a preliminary assessment that would guide the development of concept note and induction modules
  • Conduct consultative meetings
  • Develop a draft concept note for the development of induction modules including priority training areas (refer to Annex A) and a training mechanism for Majlis Secretariat.
  • Submit to People’s Majlis and key stakeholders for feedback
  • Develop content for the induction modules highlighted in the concept note
  • Submit draft  induction modules for People’s Majlis feedback
  • Conduct a ToT for Majlis Secretariat staff
  • Present final concept note and induction modules to People’s Majlis Secretariat senior management.

Qualifications et expériences requises

Education:

  • At least 10 years of relevant experience

Experience:

  • Exceptional analytical skills, solution oriented program design skills
  • Proven experience in leading the design, or directly contributing to the design, of training programmes
  • Strong facilitation skills
  • Demonstrated ability of timely completion of assignments
  • International experience, preferably in South Asia, and demonstrated ability to work in a cross-cultural environment
