The Task Team on Common Premises (TTCP) is tasked with providing guidance and tools for UNCTs which intend to engage in UN House/UN Common Premises renovation, construction and/or relocation projects. In order to determine whether said projects are viable for (partial) funding, the TTCP requires the UNCT to finalize a formal proposal. The TTCP provides a framework for putting together these proposals and guidance as required.
 
Job Purpose
 
Provide essential administrative and professional support to the TTCP which, as an operational group, has extensive dialogue with UNRCs and Country Teams and host governments regarding establishment, relocation, renovation and refurbishment of UN Houses and Common Premises.
 
The TTCP is an operational task team meeting on a weekly basis and actively working with UN country teams (CTs) globally. TTCP projects inevitably involve multiple agencies and require strict recording of dialogue and decisions to record why actions were taken and funds committed to secure /renovate premises.
 
Traditionally implementation only proceeds after consensus is reached between the multiple parties involved. The role of this post is that essentially of facilitator and to record both deliberations and decisions reached. Dialogue is generally held at a senior management decision making level.

Devoirs et responsabilités

Participation in each meeting, recording dialogue and decisions reached and circulating this information to all parties to ensure the requisite audit trail is established given the substantive investment and multi-agency participation in TTCP projects.
 
Extensive dialogue and communication is required with the UN-RC and members of the Country Team (CT) and the compilation, review and dissemination of this information to the TTCP. The incumbent is required to not only facilitate such dialogue and meetings but to record and review the input received and highlight key issues needing action and decision.
 
Work Relations
 
The incumbent will actively liaise with all principals of the TTCP (D1 level staff) together with facilities experts (P4 and P5), importantly significant contact and dialogue will be required to facilitate communication between the CO and HQ with the UN-RC and Country Reps (D2/D1 and P5). The position essentially requires the incumbent to establish, maintain and pursue critical communication between the CT and TTCP on the planning, clearance, progress and delivery of invariably high cost inter-agency facilities projects for the UN system. Dialogue/communication may also be required with the host government and potential donor governments requiring a significant degree of diplomacy and an ability to articulate the appropriate guidelines and established procedure governing the funding of UNDG/House projects.

Qualifications et expériences requises

Education:
  • Master’s in Business/Civil Engineering/Architecture/International Relations or equivalent.
Knowledge and Experience:
  • Minimum of 3 years’ experience within UN or equivalent international public sector organization in the area of development and/or related areas.
Language Requirements:
 
  • Excellent English both oral and written are an absolute prerequisite. Other UN languages and indeed other languages recognized as strong assets.
Evaluation/Selection of Offer
 
The Offers will be evaluated as follows:
 
Technical assessment (maximum points - 100; overall assessment weight 60%)
  • Pass mark 70 points
Financial comparison (maximum points - 100; overall assessment weight 40%)
  • The lowest financial offer among the technically qualified Offers will receive the assigned maximum financial score of 100 points while the rest will receive points in inverse proportion.
Selection of the most qualified/responsive Offer will be based on the highest combined (weighted) score.
