The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives that support both government and civil society work on gender issues. Work on gender mainstreaming in UNDP is led and coordinated by the Gender Team, housed in the Bureau Development Policy (BDP), comprised of human resources located at HQ and Regional Centers.

Since 2007 the Gender Team has been intensifying its work on mainstreaming gender into UNDP’s work on environment, energy, and climate change and links to poverty reduction and green growth. The team is closely involved in the UNDP/GE Adaptation portfolio, UN-REDD, Community Based Adaptation, and the Africa Adaptation Programme (AAP), The demand for technical advice and support services has grown, particularly from country offices.

As part of this work, the Gender Team has been expanding its work on gender and climate change. It has been an active partner in the Global Gender and Climate Alliance (GGCA) and is supporting capacity building and awareness raising activities around the UNFCCC process and related regional and national activities. It is also leading in the area of gender and climate change finance, bringing forth innovative research and knowledge products.

The core partners of the GGCA are UNDP, the United Nations Environment Programme (UNEP), the International Union for the Conservation of Nature (IUCN), and WEDO. Additional agencies, institutions, governments, and civil society organizations participate through collaborative partnerships.

To expand on the achievements already made by UNDP and the GGCA through this work, the Gender Team is seeking to fill the position of Programme Specialist.

The Gender Team is organized into three clusters:
Sustainable Development, Governance/Crisis Prevention & Recovery, Institutional Development/Interagency Cooperation. The Programme Specialist, Gender and Environment will manage the GGCA project and contribute to the broader work of the Sustainable Development Cluster which is comprised of the Head of the Cluster and two other professional staff based in New York.

Summary of Key Functions:
  • Management of the GGCA joint project;
  • Maintaining strategic partnerships and support to resource mobilization;
  • Provision of top quality policy advice services to UNDP partners and facilitation of knowledge management.
The Policy Specialist will be responsible for managing and supporting the implementation of the GGCA project, as well as related Gender Team environment initiatives.

More specifically the incumbent will be responsible for the following duties and responsibilities:

Managing the GGCA joint project:
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the GGCA project, including tracking use of financial resources in accordance with UNDP rules and regulations;
  • Effective monitoring of the GGCA project including analysis and timely adjustment of the project as needed and follow-up on audit recommendations, with all exceptions reported;
  • Aggregate reports regularly prepared on activities, outputs and outcomes, including quarterly annual and ad hoc donor reports;
  • Prepare project budgets and financial data (allocations and expenditures) in ATLAS and undertake budget revisions for relevant programme budgets as well as tracking of expenditures and commitments on a monthly basis;
  • Undertake monitoring, evaluation of the project;
  • Prepare donor financial reports in line with the GGCA project reporting requirement.
Establishing and maintaining strategic partnerships and support to resource mobilization:
  • Contribution to design and implementation of partnership and resource mobilization strategies;
  • Creation and coordination of partnerships with sister agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, and civil society;
  • Identification of new opportunities to support the GGCA and additional UNDP projects based on project goals, country needs, and donor priorities.
Providing policy advice services to UNDP partners and facilitating knowledge management:
  • Identification and synthesis of best practices linked to integration of gender equality and women’s empowerment in climate resilient policy goals and finance mechanisms;
  • Establishment of national gender-climate networks linked to international networks;
  • Implementation of relevant, high-impact advocacy campaigns with key partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Contributions to planning and implementation of events around UNFCCC negotiations and related climate and gender forums at the global, regional and national level.

Impact of Results

The Programme Specialist will support the mainstreaming of gender within UNDP programming and will improve the quality and relevance of programme and project services in the area of environment and energy. This will also impact on UNDP’s delivery on its Strategic Plan 2014-2017 and the Gender Equality Strategy 2014-2017.

Qualifications et expériences requises

Education
  • Master’s degree in Sustainable Development, or Climate Change, or Gender Equality.
Experience
  • 5 years of relevant experience at the national or international level including providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Knowledge of UNDP/UN administrative procedures and ATLAS is strongly required;
    Knowledge and technical expertise in the following issues: climate change finance mechanisms, carbon markets, UNFCCC/Kyoto Protocol, REDD, payments for environmental services, and gender equality.
  • Prior experience conducting research and analysis in the area of climate change finance;
  • Experience with the Adaptation Fund, Climate Investment Funds, or other climate finance mechanisms is an advantage;
  • Prior experience coordinating programmatic work with multiple implementing partners, including program oversight and monitoring financial and substantive reporting;
  • Prior experience analyzing climate change finance from the perspective of a disadvantaged stakeholder is an advantage;
  • Prior experience with United Nations agencies is an advantage.
Language Requirements:
  • Fluency and proficiency in English;
  • Working knowledge of another UN language desirable.
