Under the programme, UNDP will focus on progressive realization of women’s human rights in the economic and political spheres as guaranteed by CEDAW and other human rights treaties. Gender disparities and discrimination in these areas will be brought up for consideration at policy levels, through regional level activities and use of regional public goods. The programme also mainstream gender into all practice areas of UNDP in a closely coordinated manner.

The Gender Analyst will contribute to management of the programme and provide substantive analytical policy and technical input toward achieving the stated programme objectives and responsible for supporting the senior management with regard to quality assurance on development effectiveness and organizational effectiveness in country programme management. The Gender Analyst would report to the Gender Programme Coordinator, UNDP Regional Centre, Colombo, The Gender and Governance Specialist based in Bangkok , provide general supervision to the incumbent.

 

 

The Gender Analyst works in close collaboration with the Programme divisions in the Regional Centre project staff and the relevant UNDP headquarters.

Summary of key functions:

  • Provides effective support to Programme Coordinator in implementation of gender mainstreaming strategy  
  • Building an understanding of the Asia & Pacific region on gender mainstreaming  
  • Provide support in creation of strategic partnerships and implementation of the resource mobilization strategy
  • Ensure facilitation of knowledge building and knowledge sharing in the CO

Provides effective support to Programme coordinator in implementation of gender mainstreaming strategy focusing on the following results:  

  • Ensure inclusion of gender specific objectives, indicators, targets and activities in the Country Programme.
  • Ensure that gender related linkages with other projects and programmes are identified and incorporated in the documentation.
  • Ensure that gender concerns are addressed during the design, monitoring and evaluation of Asia & Pacific regional programmes.
  • Ensure that final project reports specifically identify gender gaps and gender – related project successes
  • Ensure that sub-programme documents are be reviewed by external gender experts and gender-sensitive subject specialists wherever possible.
  • Develop performance indicators to be used to establish gender baselines for each section.
  • Support the preparation of toolkits and checklists for gender-sensitive monitoring and evaluation across thematic areas, supported by consultants
  • Support UNDP and Steering Committees to be adequately briefed on gender issues
  • Ensure that gender issues to be built into ongoing UNDP-supported capacity-building initiatives for government officials and other partners.
  • Ensure that all project/programmes briefs and summaries reflect the relevant gender dimensions

Building an understanding of the Asia & Pacific region on gender mainstreaming focusing on the following results:

  • Engage colleagues across all the programme units in a dialogue on gender in their work either individually or in a group;
  • Encourage and support colleagues to (develop small action plans of their own on gender issues in their area;) set up gender specific objectives in their work plans;
  • Support formulating clear and measurable goals and expected outcomes related to gender equality and women’s empowerment, focusing on impacts rather than completion of activities.
  • Propose gender items on the agenda of internal meetings and seminars and workshops with constituents;
  • Support sections to develop plans of action to achieve minimum targets for gender-related capacity-building and programming.
  • Organize capacity development events on gender concepts, gender analysis and planning for staff and counterparts across thematic areas
  • Research appropriate materials on gender issues across programme units make these available to colleagues; Arrange for periodic discussions on specific gender issues relevant to the COs in Asia & Pacific region.   

Provide support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on the following areas:  

  • Ensure effective coordination with other key partners like the UNDP Country Offices and      UNDP’s various programmes, UNIFEM and other key partners like UN-ESCAP, UN-DAW, ILO and others.
  • Coordinating with other UN agencies, bi-laterals, women's groups and NGOs to build up a national pool of gender experts with appropriate subject specializations, language skills and field experience.
  • For gender focal points in the regions, liaise with gender equality machineries and external gender specialists at the country level, participate in and contribute to the work of inter-agency, donor, NGO and academic networks on gender equality; Work closely with UNIFEM on issues of policy advocacy.

Ensure facilitation of knowledge building and knowledge sharing mainly focusing on achievement of the following result:

  • Sound contributions to knowledge networks and communities of practice
  • Identify, analyze and disseminate lessons learned through websites , news letters and other tools
  • Compile and share information on gender policies of donors and government
  • Prepare relevant summary information on the gender dimensions on UNDP activities and distribute as appropriate
  • Ensure that UNDP core messages are known to government and donors
  • Ensure the inclusion of relevant gender issues in UNDP – convened special events ( workshops, seminars, press conferences, launches ) focussing on achievement of the following results:
  • Ensure that gender priorities are reflected in the selection of topics for special event
  • Work closely with KM team to ensure both media and practitioners are fully briefed on UNDP’s gender priorities and gender – related activities
  • Build networks of media members sensitive to gender issues with support

Qualifications et expériences requises

  • Post- Graduate degree in gender in development, or related studies, with a focus on human rights.
  • Minimum of 2 years experience working in or with developing countries on the above issues, with demonstrated capacity to work at both policy as well as grassroots levels.
  • Strong written and spoken English communication skills.
