Under the leadership of the UNDG Chair, and with the guidance of the UNDG, the overall objective of the United Nations Development Operations Coordination Office (DOCO) is to support the Strategic Priorities of the UNDG, and related coordination goals, and to meet DOCO’s responsibilities under the Management and Accountability system, in furtherance of the QCPR framework.

DOCO supports the UNDG at all levels to better support national partners in meeting the MDGs/IADGs and other critical national development priorities, specifically, the UNDG and its Advisory Group at Headquarters, Regional UNDG Teams, and RCs and UNCTs. In carrying out its responsibilities, DOCO works closely with other UN entities and stakeholders (including DPA, DPKO, DSS, WB, OCHA and the Policy Committee in case of crisis countries), and through various interagency mechanisms.

The Policy Specialist reports to the Team Leader, Country Support and Leadership Development Coordination, for general direction and guidance. In this capacity, the incumbent provides technical assistance to the Team Leader, who supports DOCO Director on technical and policy issues and associated activities on Country Leadership Support, that include support to policy implementation of the RC system, talent management and leadership development programs.

Devoirs et responsabilités

Summary of functions:

  • Advisory and technical support;
  • Support coordination of RC performance appraisal processes;
  • Support the work on the One Leader on Delivering as One;
  • Knowledge management and sharing.

Advisory and technical support:

  • Provide advice and recommendations to the Team Leader related to RC system issues on technical and policy questions associated with Country Leadership Support, as well as on broader development coordination;
  • Prepare, draft, develop and /or edit documents, guidance, briefs and summary analyses for the Team Leader in support to the RC system and relevant UNDG working mechanisms; facilitate the development of policy proposals and perform other related activities in these areas;
  • Provide support to Team Leader on inter-agency discussions on RC system issues, and implement follow-up actions, as required;
  • Assist Team Leader in providing required data and technical support to the Joint Inspection Unit project on the Review of Support to the Resident Coordinator System;
  • Contribute to brainstorming meetings and in-house discussions on various aspects of the RC system.

Support coordination of the RC performance appraisal processes:

  • Provide direct support to the Team Leader in coordinating the RC/HC/DO and UNCT performance appraisal system ensuring Regional UNDG Teams are adequately and effectively supported in executing the annual appraisal processes;
  • Liaise with other headquarters entities to develop and maintain linkages between RC and other UN system appraisal mechanisms – specifically DSRSG/HC/DO/RR performance appraisal processes;
  • Work closely with Team Leader in supporting inter-agency groups to share ideas on establishment and/or development of policies, guidelines, mechanisms and tools to maintain effective systems and procedures for performance appraisal and rebuttals.

Support the work on the One Leader on Delivering as One:

  • Collect good examples of the One Leader, including the use of the code of conduct, through appropriate methodologies;
  • Consolidate material into a user-friendly platform which could be used both as a monitoring tool and a knowledge management tool for Country Teams;
  • Collect information on systemic challenges at HQ level preventing the full implementation of the One Leader concept at the country level and propose solutions to address those challenges.

Knowledge management and sharing:

  • Recommend and/or introduce knowledge products and best practices in DOCO related to RC system issues;
  • Contribute to the review of the RC annual reports and other materials on the RC system to extract best practices and lessons learned on the application of effective leadership in the field by RCs and UNCTs;
  • Support the implementation of the re-design of the UNDG website as well as the RC Annual Report tool in the areas related to the RC system issues.

Impact of Results

The effective and efficient coordination to the RC system and technical and operational support to clients and stakeholders on the interpretation, application and administration of RC system policies, procedures and guidelines, including the performance appraisal system directly impacts on the efficacy of the RC system in support of the UNDG strategic priorities and the UN reform agenda.

Qualifications et expériences requises

Education:

  • Advanced university degree in a development related field, international law, political, social, economic, business management or other related social science field is required. 

Experience:

  • At least seven years relevant work experience working in coordinating, supporting and developing policies, procedures and guidance in the area of the RC system, some of which should be with developing countries and within the UN system, Agencies, Funds or Programs;
  • Experience in UN Reform and/or RC system issues would be a strong asset.

Language Requirements:

  • Fluency in oral and written English is required;
  • Proficiency in another UN working language is desirable.
