Historique

UNDP support for e-Governance is part of its ongoing assistance to the Iraq in the framework of public sector moderinisation support, which aims at providing an integrated approach to e-governance for development within Iraq at the national, regional and local levels in line with the Iraqi National Development Strategy, Iraqi Millennium Development Goals and National Development Plan and the United Nations Development Assistance Framework (UNDAF) for Iraq.

The range of development challenges faced by the country and emerging global trends and paradigms have created a demand for increased Integrity, Transparency, Accountability and Anti-corruption in government; an improved delivery of services to the public and an increased citizen participation in decision making processes. Iraq, with the support of international development organisations, has moved towards developing programmes aimed at improving governance at several levels. Among the main initiatives are public sector moderinisation, the decentralization and local government, and the strengthening of dialogue between public sector and civil society. Most significant has been the emergence and increasing opportunities to adopt ICTs as tools to facilitate these processes through e-Governance Programmes.

The key player for coordinating and working on e-Governance program in Iraq at the federal level is the national e-Governance steering committee. The national e-Governance steering committee- that was established by the cabinet order no 46 on February 2009- is chaired by the Minister of Science and Technology and is widely represented by the Federal Ministries and organisations. Iraq has also created a Strategic Coordination Team, which assembles representatives from all provinces to coordinate the e-Governance program at the local level.

The close partnership between the Government of Iraq and UNDP, and the vision and drive of the National Iraqi e-Governance steering committee, has enabled many innovative programmes and initiatives at the national and local levels. The following highlights some notable successes of the Iraqi e-Governance programme:

The first intensive and co-ordinated ICT-enabled transformation of Iraq’s public services started in 2009 with the first “Building e-Iraq international e-Governance conference” to discuss topics of particular interest to actors in the field of ICT for development, and to address the forward looking perspectives and recommendations for e-Governance in Iraq.

Since then, as a result of continuing efforts and mutual coordination between the National e-Governance Steering Committee and UNDP, Iraq has managed to achieve a comparably good state of e-governance through several further activities, such as ensuring political commitments, raising awareness and providing basic information about government by launching the Iraqi e-Governance one stop portal, which is seen as the first and second stage of maturity in e-services, with limited progress and few successful practices to date in the other stages. The work program in the Iraqi e-Governance Plan of Action contains many projects that are focused on improving the e-government services maturity including building the e-provinces.

In respect to the capacity building pillar, Iraq has conducted a vast Training-of-Trainers program on e-governance which strengthened the capacity of e-governance all over Iraq and resulted in the training of 10,000 professionals.

Furthermore, the Iraqi government has been successful in developing and launching the necessary Government Interoperability Framework and National Enterprise Architecture to ensure sharing and integration of information and services among the governmental institutions from one side, and between citizens and the business sector and national and global organizations from the other side.

Moving forward, the Iraqi GIF/NEA programme implementation and execution is in the planning phase. GIF/NEA is the strategy that Iraqi government is increasingly looking towards to be used by public organisations.

Through this project UNDP has assisted Government of Iraq to maximize the potential of e-governance development in Iraq.
