The H5N1 avian influenza virus (AI) is now deeply entrenched in some countries, and is the cause of a widespread epizootic of poultry. AI may now evolve into a highly pathogenic human-to-human influenza pandemic. As per the Beijing Conference in January 2006, all countries should prepare for a possible pandemic.

Indonesia's confirmed avian flu toll stands at 129 human cases with 105 deaths, according to the World Health Organization and the H5N1 virus is now ( March 2008) reported as endemic in more than 160 districts in 31 out of 33 provinces on the islands of Java, Sumatra, Kalimantan, Nusa Tenggara, Sulawesi and Bali.  There is a risk of moving from the current Phase 3 (outbreaks principally in poultry with isolated human infections) to Phase 4 (efficient human-to-human transmission). The possibility of limited human-to-human transmission has been investigated in Sumatra.

A National Committee on Avian and Pandemic Influenza (KOMNAS-FBPI) has been established by Presidential Decree to coordinate the national response. Its primary role is to refine and implement the Integrated National Strategic Plan for Avian Influenza Control and Pandemic Influenza Preparedness. The key challenges facing the national response include the need to strengthen coordination between the Ministries of Health, Agriculture and other relevant Government institutions at national level and with the recently decentralized administration that delivers health and agriculture services to 440+ districts throughout 33 provinces. International development assistance must also be coordinated to maximize support to the national control programme.

An Avian and Pandemic Influenza Advisor will be recruited and based at the Office of the UN Resident Coordinator to focus the UN system’s support to the national response, and to liaise regularly with the Secretariat of KOMNAS-FBPI.

General tasks:

Working within the office of the Resident Coordinator, the incumbent will undertake the following activities:

UN System Support

Support the RC and UNCT members in AI/PP related activities including, but not limited to:

  • Support to UN system coordination facilitating multi-sectoral UN system approach and linkages between the areas of health, agriculture, communication/public information and overall pandemic preparedness;
  • Development and implementation of a consolidated UN system strategy and joint programme, in close collaboration with all relevant UN agencies, in consultation with international partners and the Government of Indonesia and in line with the national strategy.
  • Support integrated results-based monitoring of HPAI-related programmes in Indonesia.
  • Development and maintenance of an efficient coordination mechanism with and among the UN system agencies, international partners and the Government of Indonesia through an inclusive consultative process.
  • Keep abreast of regional and global UN system development and new initiatives, coordinating and facilitating global and regional UN inter-agency support at the country level maintaining close links with the UN System Influenza Coordination (UNSIC) in Bangkok and New York.
  • Interface with the Office of the Resident/Humanitarian Coordinator and participate in the UN Country Team meetings as required.

Government Support

  • Regularly share information about UN system activities with the KOMNAS Secretariat;
  • Provide advice and support, as requested, to the KOMNAS Secretariat to communicate national actions and assessments related to HPAI to the international community;
  • Provide advice and support, as requested, to the KOMNAS Secretariat in communicating with the international donor community, fostering donor-Government dialogue.

Donor support

  • Support the overall coordination of UN, donor, (I)NGO and potential private sector assistance and assist in ensuring that external aid is harmonized with the National Strategy.
  • Conduct a sound mapping of existing donor, NGO and UN support, working with Government systems to establish and maintain appropriate database and information.
  • Maintain close and regular contact with both resident and non-resident donors and international partners supporting API efforts in Indonesia, with special focus on fostering donor-Government liaison.

Knowledge and Information Management

  • Act as a neutral focal point for AHI related knowledge servicing donors, the Government of Indonesia and other parties.
  • Ensure dissemination of best practice and sharing of knowledge.
  • Convene regular technical coordination meetings to provide a venue for open information exchange and to review with all stakeholders best approaches to strengthen the work of the government in coordinating and harmonizing the prevention and control of the spread of avian influenza and preparing for a potential pandemic.
  • Participate in the development and coordination of AHI communication, public information and education materials and campaigns.
  • Organize and advise the work of relevant international inter-agency visiting missions;

Other

  • Conduct field visits as necessary;
  • Carry out other related activities as requested by the UN Resident/Humanitarian Coordinator, the Government of Indonesia and its development partners;
  • Supervise a national pandemic preparedness planning officer;
  • Agree upon main deliverables for all tasks at. outset.

Qualifications et expériences requises

  • Advanced degree in development, public health, public administration, international relations or a discipline relevant to crisis management or disaster preparedness.
  • At least 10-15 years experience, preferably within the United Nations system in emergency and/or development coordination and/or management of major programmes.
  • Experience of working closely with governments, (preferably in Asia);
  • Proven ability to facilitate cooperation in a multidisciplinary team;
  • Strong communication and advocacy skills, and ability to deal with issues in a diplomatic manner, with tact and with cultural and political sensitivity;
  • Ability to convey difficult issues and positions, proven political judgment and problem solving competencies;
  • Strong analytical and strategic skills;
  • Prior work experience related to, or good knowledge of, avian influenza and pandemic preparedness;
  • Work experience in Indonesia a distinct asset;
  • Excellent analytical and writing skills in English;
  • Excellent interpersonal skills, team oriented work style, and work experience in multi-cultural environment;
  • Ability to take initiative and to exercise good judgment, ability to work independently and be self-motivated.
