The conflict in Syria has seriously compromised country’s development prospects, as well as those of its neighbors. The trans-boundary and multifaceted nature of the crisis requires a robust and coordinated development response that complement humanitarian efforts and prevent development losses, ensure stability and foster resilience. The response to the crisis evolves, however, in a context with three important external factors:

  • The exacerbation of geopolitical interests that seriously impact international consensus-building for a political solution to the conflict;
  • The multidimensional nature of the crisis –political, social, and economic- that brings an unprecedented complexity in an already fragile region; and
  • A profound international financial crisis, which severely limits traditional donors' ability to address and adapt to emerging needs in an effective and predictable manner.

Undoubtedly, the international community and the United Nations are confronted with one of the most complex contemporary crises, where the need to innovate, build coalitions, align existing resources and capacities to the emerging needs and improve coordination is an imperative. Therefore, the United Nations Development Programme (UNDP) has established a Sub-Regional Response Facility to the Syria Crisis in Amman, Jordan, led by a Sub-regional Development Coordinator to contribute to a more effective use of capacities and resources to address the crisis by supporting RR/RCs in Syria, Lebanon, Jordan, Turkey, and Iraq, including UNDP Country Offices and advising the Regional UNDG chairperson on the design and roll-out of a comprehensive regional approach.

The sub-regional structure, in close proximity to countries impacted by the Syria crisis, provides simultaneous, timely, strategic, programmatic and organizational support to five countries. The establishment of such sub-regional support mechanism is an innovative initiative inspired by lessons learned from complex operations. The Response Facility will therefore contribute to improving sub-regional coordination with a variety of partners, enhancing cost-effectiveness and value for money.
In order to do this, the Response Facility needs to be able to provide an overview on and broker connections among key stakeholders that are relevant to implementing a resilience-based and innovation-driven development approach for the Syria crisis, and engage in effective partnerships with them. It is therefore seeking the services of a stakeholder knowledge mapping consultant to conduct a comprehensive mapping of all relevant stakeholders that the Facility might want to engage or collaborate with.

Summary of key functions:

The Stakeholder Knowledge Mapping Consultant will conduct a comprehensive mapping of institutions (including government entities, think tanks and university faculties), organizations, experts, key practitioners and decision makers in the area of

  • The refugee crisis in Syria and its neighboring countries;
  • Resilience and vulnerability of governments, institutions, communities or individuals; and
  • Innovation for development (I4D) in response to the Syria crisis.

with a particular focus on the sub-region including Syria, Jordan, Lebanon, Iraq, and Turkey. The consultant will work under the direct supervision of the UNDP Sub-Regional Coordinator and in collaboration with national and international partners on issues relevant to the Syria Crisis.

Scope of work

  • Conduct a quick analysis of the needs of the SRFS regarding mapping of stakeholders.
  • Develop a typology of institutions, organizations, experts, key practitioners and decision makers that caters to the specific needs of the SRFS to support the mapping process.
  • Assess and consolidate a list of stakeholders already known by the Facility team, by UNDP offices, and by UNDG counterparts.
  • Engage development partners, including governments, NGOs, private sector companies, and host communities to assess relevant stakeholders not currently known by the Facility.
  • Document identified stakeholder data in an easily accessible system (to be determined in discussion with the Facility).
  • Create abstracted visual representation of the stakeholder map to serve as orientation for engagement.

Deliverables

  • (5%) Typology of institutions, organizations, experts, key practitioners and decision makers suiting the specific needs of the SRFS to support the mapping process;
  • (70%) List of all relevant stakeholders that the Sub-Regional Response Facility might want to engage or collaborate with, including institutions such as government entities, think tanks and university faculties, international organizations, NGOs, private sector companies and associations, as well as individual experts, key practitioners and decision makers.
 The map must include:
  • Names and contact information, including focal point roles of individuals;
  • Points of previous engagement;
  • Entry points for future engagement/follow up;
  • Connections to other stakeholders, UNDP offices, UNDP projects or past events;
  • (15%) Stakeholder information with all metadata documented in an easily accessible system (to be determined in discussion with the Facility);
  • (10%) Visual representation of the stakeholder map to serve as orientation for engagement.

Qualifications et expériences requises

Education:

  • Master's Degree (or Bachelor’s degree with appropriate equivalent work experience) in International Development, Knowledge Management, Communication, Social Sciences, Business Management or other related fields.

Experience:

  •  A minimum of 3 years of relevant international working experience in the international development sector.
  •  Demonstrated experience in stakeholder identification, outreach and mapping
  •  Demonstrated experience with Innovation for Development (I4D) principles and approaches
  •  Experience in database-driven information management, including taxonomy and typology development
  •  Experience in the creation of illustrations and knowledge maps
  •  Very good understanding of the Arab States, in particular the sub-region of Syria and its neighbouring states.
  • Good understanding of the Syria conflict and the resulting refugee crisis.
  • Experience of humanitarian contexts would be an asset.

Language Requirements:

  • Fluency in English and Arabic.

Proposal:

Financial Proposal

Remuneration for the assignment is deliverable-based on lump sum payments. This includes local transportation, accommodation, printing, IT services or work-related costs.

The financial proposal should indicate the all-inclusive fixed total contract price, supported by a breakdown of costs.

Evaluation:

The selection process will be carried out in the following manner:

  • Qualifications, technical proposal and an interview will be weighted a max. of 70% based on the following criteria:
