A joint UNDP / OECD team provides support to the Global Partnership. Within the joint support team, UNDP has overall responsibility for supporting communications for the Global Partnership; supporting country implementation and monitoring of the Global Partnership principles for effective development cooperation, partner country consultations and engagement; and supporting sharing of knowledge and best practices. The Global Partnership online community space (GPEDC community space) is hosted on the online platform “Teamworks” in order to spur engagement and exchange among practitioners of the Global Partnership around different thematic work streams, as well as the implementation and monitoring of the Global Partnership at country level.
The first High-Level Meeting of the Global Partnership for Effective Development Cooperation will be held in Mexico on 15-16 April 2014. The Co-Chairs and the Steering Committee with support of the Joint UNDP/OECD Team intensify the preparatory work in the lead up to the Fifth Steering Committee Meeting in February 2014, as well as to the first High Level Meeting of the Global Partnership.
The following seven thematic sessions have been identified for the High Level Meeting agenda:
- Session 1: Progress Since Busan;
- Session 2: Domestic Resource Mobilization;
- Session 3: Middle-Income Countries;
- Session 4: South-South Co-operation, Triangular Co-operation and Knowledge Sharing;
- Session 5: Private Sector Engagement.

The Consultant will support UNDP/KICG on a full-time basis, five days a week. His/her main areas of responsibility comprise:
Management of Community of Practice (50 percent):
Working closely with the Effective Development Cooperation Policy Analyst, contribute to strengthening of the Global Partnership’s online community of practice through:
Facilitation of e-consultations, knowledge sharing and discussions on the GPEDC community space – both in substantive and in operational terms:- The facilitation of e-discussions with substantive inputs provided by thematic advisors and resource persons. This includes setting out key outcomes/objectives of the e-discussions, setting out guiding questions, supporting engagement actions/strategy, monitoring the e-discussions and identification of actions for increased stakeholder engagement, and liaising and collaborating with the Global Partnership’s champions on the five thematic sessions to be hosted during the High Level Meeting;
- Consolidation and synthesis of the e-discussions and produce narratives that feed into substantive preparation of SC meetings and Ministerial meetings;
- Ensure synergies between the external communication work on the Global Partnership and the discussions taken forward on the GPEDC community space.
Preparation of meetings related to the Global Partnership (20 percent):
Coordinate and provide substantive, logistical and administrative support to the preparation of meetings related to the Global Partnership. This includes:
- Coordination of developing country participation in meetings related to the Global Partnership, in order to make the voices from Southern countries heard in regional consultations, workshops and meetings related to the monitoring of the Global Partnerships. This includes both meetings leading up to and following the Global Partnership High Level Meeting in Mexico;
- Provide administrative and logistical support related to the preparation and follow up of the High Level Meeting in Mexico in April 2014.
Analytical work on the implementation of the Global Partnership (20 percent):
Research and analysis of successful examples which demonstrate how the Global Partnership for effective development cooperation is being implemented at country level. Liaising with UNDP regional and country focal points on effective development cooperation, as well as the Joint Support Team’s Communication Group.
Deliverables
- Maintenance and management of the Global Partnership’s existing community of practice, including the launch a series of e-discussions as part of the stakeholder engagement in the run-up to the Global Partnership’s High Level Meeting (HLM), ensuring that documents related to the HLM are being made available on the website in a timely manner, coordination and update of the HLM’s thematic work streams and calendar of events;
- Successful preparation of at least two meetings/events related to the Global Partnership, including the coordination and facilitation of developing country participation at meetings related to the Global Partnership for Effective Development Cooperation;
- Timely response to requests which come in through UNDP’s Effective Development Cooperation communication channels, including the Global Partnership Community space, UNDP’s Lyris Email lists on aid effectiveness and UNDP’s LinkedIn Page on Aid Effectiveness;
- Development of at least 8 country examples on the implementation of the Global Partnership: Analytical work and synthesis of examples demonstrating how the Global Partnership for Effective Development Cooperation is being implemented at country level, and how they embrace the principles of the Global Partnership.

Qualifications et expériences requises
- Masters Degree in a development-related field such as communications, social or political sciences, international relations, public or business administration or any related field.
Experience:
- At least 3 years of continuous work experience in the context of communications in development cooperation, preferably with one year of work experience in a developing country;
- Some additional experience in the area of international development, public administration, public finance or development policy is an asset;
- Excellent computer skills, specifically Excel, Word; as well as web-based content management systems;
- Experience with managing global communities of practice and other social media platforms;
- Experience with the maintenance and development of communities of practice, as well as in the development of online spaces for knowledge exchange;
- Understanding of global policy processes in the context of the Global Development Cooperation Architecture, such as the Global Partnership for Effective Development Cooperation, the Post 2015 Agenda, the G20 and the ECOSOC Development Cooperation Forum.
