Recognizing the need to create space in B&H for dialogue, reconciliation and building of trust, the B&H Presidency in 2011 requested United Nations assistance from the Secretary-General to further advance peacebuilding efforts in B&H, given the Organization’s long-standing expertise and comparative advantage in this area. The Presidency identified education and culture as areas that require attention, with a focus on youth underscoring that these subjects can act as a springboard for dialogue and reconciliation to take root in the country. In response to this request, the UNCT in Bosnia & Herzegovina, represented by UNDP, UNICEF and UNESCO under the leadership of the Resident Coordinator and support from the Resident Coordinator’s Office, developed a project to promote Dialogue, Coexistence and Diversity in Bosnia and Herzegovina funded by the Peacebuilding Support Office (PBSO)/Peacebuilding Fund (PBF).

The overall strategic focus/impact of this project is to address the deterioration of relations amongst communities and substantially decrease the threat of renewed conflict and violence by promoting peaceful coexistence, which is characterized by increased trust, respect for diversity, strengthened civic and inter-cultural dialogue amongst citizens, in particular youth. Key outcomes include strengthening domestic capacities for peacebuilding through policy dialogue and change and enhancing public perceptions and attitudes to engender a behavioural transformation that will result in an increase in open dialogue activities between citizens and communities in B&H through culture, education and youth.

The intervention is foreseen to be implemented through: i) a dialogue platform under the overall sponsorship of the B&H Presidency, which will act as a mechanism that draws together key actors, leaders and networks from amongst government, civil society and citizenry to safely engage in dialogue initiatives, strengthen links amongst peacebuilding actors, and consolidate/synergize inter-cultural dialogue activities; ii) a small projects and grants facility that funds local dialogue initiatives that are inclusive, diverse, balanced in gender, and target key geographic areas of the country; and iii) a communications and outreach component to increase visibility, public awareness and credibility of intercultural dialogue as a positive process for change in B&H, which will be conducted through a participatory approach in electronic media, as well as through a web platform and outreach campaign.

The project will be implemented in multiple locations across Bosnia and Herzegovina over the course of 18 months. Partnership with other international and local stakeholders will be an important feature of the project to ensure synergy with other peacebuilding efforts and to lend mutual support and strength, as well as to explore options for longer-term sustainability of the Presidency initiative beyond the project’s life span.

The UN Country Team is therefore seeking to hire a Joint UN Project Coordinator to coordinate the overall effort and oversee day to day implementation of the project. Ideal candidate should have strong knowledge and understanding of peacebuilding in the B&H context, extensive project management experience, and comprehensive communications and outreach skills.

Devoirs et responsabilités

The Joint UN Project Coordinator will be jointly appointed by the RC office, UNDP, UNICEF and UNESCO, and will organisationally be part of the RC Office. The Joint UN Project Coordinator will report to the Resident Coordinator through the RC Office Political Adviser for Peace and Development, as well as report on implementation to and receive direction from the Project Management Committee consisting of the three RUNOs and the RC office. He/she will have two key functions/responsibilities:

  1. To coordinate UNDP, UNICEF and UNESCO interventions and activities and lead the effective implementation of the overall project in a complementary and mutually supportive fashion, and report regularly to the Resident Coordinator and the Project Management Committee; and
  2. To lead and manage the project’s Communications Strategy and Outreach component

Core duties and responsibilities include the following:

  1. Overall programme coordination, guidance, monitoring and reporting:
  • Provide overall leadership and take management responsibility for successful implementation of PBF project;
  • Report to the Resident Coordinator and to the Project Management Committee through the Political Adviser, Peace and Development within the RC Office to assure the overall direction and integrity of the project, as well as to ensure that the project is well-placed strategically within the UNCT’s peace and development programme to ensure coherence; 
  • Report on implementation progress to, and receive overall guidance and direction from, the Project Management Committee; convene regular meetings of the Project Management Committee, prepare supporting presentations and materials, etc;
  • Ensure that the project is implemented in full compliance with the JPD in collaboration with implementing partners and other stakeholders e.g. UN Agencies, B&H Presidency, local government, CSOs, private sector etc; 
  • Establish and maintain good working relations with relevant institutional and organisational partners (e.g. local authorities, international organizations and donors, civil society, media, other UN bodies etc); 
  • Provide strategic support and steer the realisation of the programme components, with particular focus on the programme outcomes; 
  • Prepare and update joint work plans, budgets and reports; 
  • Oversee and ensure timely submission of the Project Quarterly/Progress/Annual Narrative and Financial Reports and other reports as may be required by the UN, the Project Board or the donor for review and approval; 
  • Coordinate activities and liaise closely with UNDP, UNICEF, UNESCO and the RC Office to identify and obtain any support and advice required for the management, coordination, planning and implementation of the programme;
  • Monitor the identified programme risks and issues; submit new risks, issues and strategic implementation advice to the PMC for consideration and decision if required; update the status of project risks and issues by maintaining the logs;
  • With the support of the RC Office Development, Research and M&E Specialist, monitor and analyse the programme environment and progress, using applicable M&E and risk management tools where relevant and advise all agencies on timely readjustments of strategies and corrective actions as necessary; 
  • Prepare analytical reviews and systematically capture lessons learnt from the project implementation; identify follow-up actions and submit them for consideration to the Project Board and RC office; 
  • Provide inputs in identification of linkages between related UN and other active projects in B&H, maximizing the efficient and effective use of resources; 
  • Contribute to the UNCT’s peace and development component through the provision of policy advice, strategic thinking and creative programmatic initiatives and activities for peace and reconciliation in Bosnia and Herzegovina; 
  • Ensure gender and human rights mainstreaming within all project activities. 
  • Build, motivate and lead a high performing team consisting of programme personnel, expert consultants, service providers, etc; 
  • Guide and oversee the process of delivery of assistance and interaction with partners, as per the planned activities within the programme document; 
  • Review on a regular basis details, schedules, deliverables and budget as articulated in the programme document (evidence of progress towards expected outputs, according to schedule, within budget) with the project team;

        2. Knowledge Management, Communications and Outreach 

  • Oversee the implementation of the PR and outreach activities in line with the Programme Communications Strategy to ensure achievement of the project’s goals; 
  • Work closely with the UN RCO Communications Officer to ensure alignment of the project’s communications approach and activities with the “One Voice” and respective communication strategies and activities of the three RUNOs UNDP, UNICEF and UNESCO; 
  • Provide innovative and creative options for, as well as suggested adjustments to, the communications and outreach plans and activities, where deemed necessary; 
  • Coordinate communications and outreach activities with designated communications focal points in the RC Office, UNDP, UNESCO and UNICEF, whenever necessary; 
  • Manage and evaluate implementation of high impact communications products (web, electronic and other formats). 
  • Demonstrate a proactive approach in developing various communications tools (media advisories, press releases, media kits, interviews, various print and online promotional materials, etc.);
  • Ensure wide dissemination and visibility of programme achievements; participate in national and international fora, making substantive contributions as appropriate; 
  • Support continuous learning by the project team and ensure dissemination of information and knowledge management within the team for effective project implementation; 
  • Mainstream key results achieved and knowledge acquired through ongoing monitoring and evaluation during the life cycle of the project, and beyond, as well as within the work of other UNCT programming in order to increase peacebuilding impact; 
  • Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
  • Support awareness raising on and mainstreaming of gender equality and human rights principles within project implementation.

Qualifications et expériences requises

  • Postgraduate degree in social sciences, management and business administration, or other relevant degree. University degree with at least two additional years of qualifying work experience may be accepted in lieu of the postgraduate degree.
  •  At least 7 years of relevant work experience and demonstrated knowledge of peacebuilding/conflict resolution, communications and outreach, as well as programme/project management; 
  • Previous strong experience in programming of local, national and regional projects in the areas of peacebuilding, reconciliation/trust-building/dialogue, social inclusion, governance, human rights and/or other development sphere; 
  • Sound knowledge and understanding of information technologies, communications and media knowledge;
  • Understanding of the overall political, administrative and institutional context of Bosnia and Herzegovina;
  • Knowledge and practical experience in the area of strategic planning, civil society engagement, communications and outreach, stakeholder cooperation, and project cycle design, management and implementation
  • Previous experience in managing projects with strong communication/PR aspect or experience in managing communications/PR campaigns will be considered an asset;
  • Familiarity with the UN system and previous experience of working for or with the UN is considered an asset.
  • Fluency in English and languages of B&H with excellent drafting and presentation skills is required.
  • Excellent computer skills (especially Microsoft office applications) and ability to use information technologies as a tool and resource.
