The UNDP project, Action for Cooperation against Trafficking in Persons (ACTIP), was established to build on and expand on the previous achievements of the UNDP managed project United Nations Inter-Agency Project on Human Trafficking (UNIAP), which was established in 2000 to facilitate a stronger and more coordinated response to human trafficking in the Greater Mekong Sub-region (GMS).

The main approach for the proposed project is to build the capacity of key stakeholders, and facilitate coordination and cooperation among all relevant actors in order to achieve the following long-term project outcome:

  • Key anti-trafficking stakeholders in the region are working in a more cooperative and mutually supportive manner to effectively combat trafficking in persons.

To work towards this outcome, the project has identified the following five interlinked outputs:

Output 1: Countries and regional actors increase their cooperation to effectively counter human trafficking;
Output 2: The COMMIT Process is strengthened to become sustainable and self-reliant;
Output 3: Policy makers, academia, non-governmental actors, and the public have increased access to evidence-based research and knowledge on trafficking;
Output 4: Civil society and other non-governmental actors are able to contribute more effectively to anti-trafficking efforts;
Output 5: Effective project management and operations.

The project will be implemented within an inter-agency framework that ensures that available resources are maximized through building on the strengths of the mandates of the respective agencies and providing gap-filling and bridging activities when gaps have been jointly identified.

The National Project Officer for the Action for Cooperation against Trafficking in Persons (ACT) will report to the National Project Coordinator (NPC).

Devoirs et responsabilités

The National Project Officer will work under the direct supervision of the National Project Coordinator (NPC). S/he will also collaboratively work with the Regional Management Office (RMO) in performing his/her duties.

Specifically the National Project Officer will undertake the following duties:

I. Project Support

  • Provide programmatic support on all project activities under the guidance of the National Project Coordinator
  • Implement and manage work plan activities as assigned by the NPC 
  • Support monitoring and evaluation progress of project activities, including through field missions, as assigned by the NPC 
  • Support preparation and timely submission of monthly, annual reports and final report 
  • Assist in managing, monitoring and evaluating grants as required 
  • Provide translation, including editing, as required.

II. Technical Support 

  • Assist the National COMMIT taskforces in the implementation of their national annual workplans based on the COMMIT Sub-regional Plan of Action
  • Provide technical support to the design and implementation of national level activities, trainings and workshops, with various partners 
  • Support capacity building initiatives as required by the Country Office 
  • Support and lead data collection initiatives 
  • Identify potential local anti-trafficking partners and support them through capacity building initiatives and joint activities in addressing human trafficking 
  • Facilitate the identification of new and emerging issues, as well as effective responses to address the issues

III. Knowledge Management and Communications 

  • Manage information and communications initiatives at the country level
  • Develop database of national project counterparts and keep updated 
  • Collate monthly news updates and develop further communications tools 
  • Provide material for updates to the website 
  • Engage with local media and promote stories on human trafficking 
  • Organize and facilitate visits/interviews with media and other stakeholders 
  • Participate in workshops, meetings, conferences relevant to the project 
  • Take meeting minutes as required

IV. Other Duties 

  • Undertake additional tasks as assigned by the NPC

Qualifications et expériences requises

Education:

  • Thai national with Master’s or Bachelor’s degree in a relevant social science, preferably Master degree

Work experience: 

  • At least 3 years of work experience in project planning and implementation for Master’s degree holder. At least 5 years of work experience in project planning and implementation for Bachelor’s degree holder.
  • At least 2 year work experience at professional level in development area; 
  • Experience working in the field of human trafficking and/or migration in Thailand; 
  • Experience working with government departments, international and local organisations; 
  • Experience working with partners in the Greater Mekong Sub-region is an advantage; 
  • Field experience in migration or human trafficking related issues is an advantage; 
  • Knowledge on gender and human rights issues is an advantage; 
  • Literacy in Window-based computer applications.

Language requirement:

  • Excellent command of written and spoken English and Thai.
