I. Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors, as well as a trusted partner to all development stakeholders. We work in four key areas of development: governance reforms, pro-poor policy reforms, conflict prevention and recovery, and environmental management, with the overarching aim of reducing poverty in Indonesia and supporting the Millennium Development Goals. In addition to these four areas, UNDP Indonesia is also committed to the fight against HIV/AIDS, the promotion of gender equality and the use of information and technology for development.

II. Organizational Context

The Task Manager will be responsible for day-to-day management including procurement of services needed for delivery of outputs and quality assurance. Specifically, the following components are expected to be part of the MDG Road Map:

  1. Strategies for development of an institutional framework and capacity development support at the national and sub-national level including making tools available for effective tracking and monitoring of MDG-related indicators.
  2. Mapping strategies to further increase awareness of MDGs, paying particular attention to fostering partnerships among the Government, civil society and private sector.
  3. Identification of key development sectors/areas where there is lack of progress a) at the national level, and b) in districts and provinces. Highlight constraints that are undermining progress and propose strategies of accelerating progress. These should be part of sectoral policies that ministries and local governments can incorporate in their medium term development plans (RPJM and RPJMDs) and annual action plans.
  4. Costing exercise taking into account previous attempts of estimating financial resources needed to achieve the MDGs. The costing should be done in the context of national and sub-national budgeting, with an emphasis on identifying gaps in resource allocations. The sub-national budgeting exercise will target selected districts/provinces that are currently lagging behind.

III. Functions / Key Results Expected

Reporting to the National Programme Coordinator of TARGET MDGs Project in Jakarta, the Task Manager will have delegated responsibility for providing support in the preparation of the MDGs Road Map. Specifically, the Task Manager will be responsible for identification and delivery of technical services, oversee implementation, and provide quality assurance.

  • Prepare Terms of Reference for provision of services and delivery of outputs, and accordingly outsource work through short-term consultants and institutions;
  • Develop and manage a system for assessing progress in delivery of outputs and quality assurance to ensure that implementation is in accordance with agreed work plan;
  • Identify potential areas of collaboration among stakeholders in the preparation of the MDG Road Map and recommend initiatives that can foster synergy, harmonization and coordination;
  • Provide technical assistance as needed to partners to enhance cooperation and greater coherence across all components of this Road Map;
  • Provide management oversight to operational and administrative aspects of this work, including oversight  in delivery of outputs through sub-contracts;
  • In coordination with the National Programme Coordinator and the Technical Advisor, establish quarterly work plans in line with agreed budgets, and write periodic reports and updates on progress achieved;
  • Provide support to maximize coordination by convening meetings and workshops towards effective delivery of outputs and synergy;
  • Ensure that procurement of goods and services, and the use of project assets and resources, are conducted in accordance with established policies and procedures;
  • Perform other related functions as required.

  • Must be a good team player committing to enhancing and bringing additional value to the work of the team as a whole;
  • Proven capabilities with computers to keep records and produce reports

Qualifications et expériences requises

Education:

  • Post-graduate degree in public administration, finance, international development, or other relevant field;
  • At least 5 years of professional experience in development programming, especially in the field of public planning;

Language Requirements: 

  • Fluency in verbal and written English
