Under the overall supervision of the FAO Representative and the direct supervision of the Participatory Disease Surveillance and Response (PDS/R), Project Chief Technical Advisor, and in close cooperation with the National Project Coordinator, CMU, DGLS, LDCCs, and the FAO technical and operations teams, the PDS/R Sustainability Expert will be responsible for developing and implementing a strategic plan to increase the sustainability of the PDS/R – LDCC system within the Government of Indonesia.

Duties and responsibilities
• In collaboration with CMU, develop a strategic plan to increase government investment in, and management of, the PDS/R system this will include a costing of the PDS/R system and analysis of cost effectiveness based on a review of PDS effectiveness measures and costs (to be done in consultation with FAOI’s socio-economist;
• Oversee implementation of the strategic plan;
• Assist the DGLS in developing a DSA distribution system to PDS/R officers which utilizes LDCCs;
• Pilot the DGLS – LDCC DSA distribution system in one LDCC;
• Liaise between DGLS and FAO in order to support DGLS’ financial administration of the PDS/R and preventive vaccination components of the World Bank project;
• Support and facilitate implementation of local government initiatives to support the PDS/R system;
• Document government investments (financial, political, etc) in the PDS/R system;
• Coordinate with partner agencies and organizations in HPAI prevention and control in order to facilitate integration and improved coordination of PDS/R with other projects and programmes; and
• Perform other related duties as required.

• Demonstrates commitment to FAO’s mission, vision and values;
• Previous employment work experience in national government, preferably within the Ministry of Agriculture;
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
• Ability to provide input for the development and implementation of strategic planning to increase sustainability of the PDS/R-LDCC system within GOI.
• Highly motivated.

Qualifications et expériences requises

Required Skills and Experience

• University graduate;
• Minimum five (5) years experience in the field of either business management or financial administration;
• Previous employment in national government, preferably within the Ministry of Agriculture
• Good planning and coordination skills;
• Good interpersonal and communication skills;
• Proficiency in MS Office, particularly in Word, Excel and Power Point;
• Ability to work in a multi-cultural environment with sensitivity and respect to diversity; and
• Ability to work with minimal supervision.
