UNDP Somalia’s Programme is strongly focused on post conflict recovery and consolidation of peace. One of its main Programme portfolios is Governance and Rule of Law (GROL).

UNDP's Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and cope with the impact of violence.

The UNDP Civilian Police Project has been focusing on promotion of community policing principles, human rights and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police institution and increasing overall access to justice for Somalis. In particular, one of the main project aims is to design a Puntland Police Act/Law in accordance with the international human rights norms and standards.

Under its capacity building component, UNDP is aiming to support the development of an integrated approach in community policing to ensure better service delivery to the community with specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the model police station level.

Under the overall supervision of the UNDP Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will provide support, strategic advice, technical assistance, and training as relates to democratic policing, supporting human rights and the rule of law in Puntland through enhanced cooperation between police and communities.

Objectives of the assignment
  • To conduct assessment on the existing community policing practices with concrete recommendations on the way ahead to ensure mutual partnerships between communities and police and ensure the mechanisms in place that are responsive to the needs of the community;
  • To review existing best community policing practices in order to develop community policing strategy for Puntland police ensuring better service delivery to the community;
  • To assess community policing related training needs and relevant norms and procedures to prevent and adequately respond to the community associated crimes.
Scope of work
  • Conduct community policing training needs assessment and relevant norms and procedures to prevent and adequately respond to the community associated crimes. Ascertain the practical challenges that undermine efforts to implement Community Policing in Puntland;
  • To review existing Puntland, world and global community policing best practices and develop strategy. This will ensure better service delivery to the communities and with extensive engagement and consultation with police and other stakeholders for more effective crime prevention and improved police service and police legitimacy;
  • Conduct assessment with concrete recommendations on the way forward on the existing skills and knowledge on community policing among the police and ascertain the practical challenges that undermine efforts to implement Community Policing in Puntland;
  • Develop community policing training curricula and materials on the above mentioned training needs assessment, and drawing upon existing material where relevant. The curricula should incorporate active learning through role plays and other exercises, identifying key Community Policing topics for integration into traditional training, such as patrol procedures, investigations, law enforcement ethics, among others which reflect the day-to-day realities of the work of the police;
  • Advice UNDP and Puntland Police as well as other service providers and GVB actors in Puntland   with regard to an awareness-raising programme and related awareness raising-materials to be developed by a service provider for Community and Police awareness purpose;
  • Prepare final report detailing assessment outcomes and recommendations.
Monitoring and Progress controls

The Consultant will prepare a work plan and progress updates that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by CPP.

The Civilian Project Manager will review the deliverables of the consultant and certify payment if the performance evaluation is found to be satisfactory.

Final product/Deliverables
  • Assessment report on existing community policing skill and training needs;
  • The consultant will produce the final report document on training and existing skill assessment   and training curriculum.
Review/approval time
  • Assessment report on existing skill and training needs after 25 days;
  • Final report document and training curriculum after 40 days

Qualifications et expériences requises

Education.
  • Master’s degree or equivalent in political or social science or in a field related to criminal justice;
  • University education may be substituted by extensive relevant experience at a Command Level in a law enforcement agency.
Experience:
  • 10 years of experience as a law enforcement officer with progressively increasing responsibilities at a senior rank. 5 years will be at international experience in crime prevention, community policing, capacity development with an emphasis on training and improving police responses to violence against women, and by supporting the incorporation of gender sensitivity in police responses to crime.
Language requirements:
  • Fluency in oral and written English.
Other Information.

  • The consultant will be required to bring his/her own computer;
  • A full-time translator will be provided, should one be required whilst the Consultant is in Hargeisa;
  • The Consultant will be expected to undertake a 4-day security training course before deployment to Somalia
