Historique

Rwanda is one of the 8 pilot countries of the Delivering as One (DaO) process. This was a response to the UN Secretary General’s High Level Panel on System-Wide Coherence that recommended UN reform to improve coherence and effectiveness of the UN system at country level. The reform is strengthening the coherence at the country level through the application of the following principles: One Programme, One Budget, One Leader, One Voice, and One House.

In March 2013, the UN Develop Group issued Standard Operating Procedures (SOPs) for DaO countries. The SOPs reinforce the role and importance of communications in the overall architecture of DaO. The principle of One Voice is redefined as Communicating as One. The SOPs recommend to strengthen the accountability framework for the UN Communication Group which should be lead by a UN head of Agency. The accountability framework is comprised of a strategy, coordination structure reporting to the UNCT, an Annual Work Plan, budget, and a M&E framework.

UNDP as part of DaO in Rwanda is aligned to the Vision 2020 and the Economic Development and Poverty Reduction Strategy 2013-2018 of the Government of Rwanda. The United Nations Development Assistance Plan (UNDAP) 2013-2018 is the business plan of the UN in Rwanda supporting the implementation of the national development agenda.

UNDP also realises that communication is a core feature of its work in Rwanda:
  • It has a fundamental role to play in communicating the UN(DP)’s strategic direction to both our staff and our stakeholders;
  • It is critical to give meaning to the principal of Communicating as One with other UN agencies;
  • It will allow to demonstrate the results and impact the of the UNDP’s work in Rwanda;
  • It is an important tool in raising awareness and advocating for global development objectives and campaigns;
  • It is a critical component of the UNDP Resource Mobilization strategy.
The 2013-2018 UNDP Communication Strategy focuses on enhancing internal and external communication to create a better understanding of and support of the work of UNDP as part of ‘Delivering as One’ among staff and our stake holders. It will also ensure that there is adequate information being shared within the UN system in Rwanda as well as among all partners so that they better understand and support the Delivering as One process.

Under the overall guidance of the Country Director, in close consultation with the RR/RC and under the direct supervision of the Chief of the Management Support Unit (MSU), the Communications Analyst develops concrete plans for implementation of global advocacy campaigns and implements UNDP Rwanda communications strategy.  The UNDP communications strategy is tightly linked to program priorities and helps position the Country Office as a cutting edge development partner.

The Communications Analyst may supervise and lead communications support staff. The Communications Analyst works in close collaboration with the Advisory, Programme, and Operations teams as well as project teams to ensure that these strategies meet the programme needs. The incumbent closely cooperates with the staff of other UN Agencies, UNDP HQs/Communications Office and the Regional Communication Specialist, Government officials, media, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP communication strategy implementation.

Devoirs et responsabilités

Summary of Key Functions:
  • Formulation and implementation of CO internal and external communications and advocacy strategies and tools;
  • Contribution to the “Communication as One” function of the DaO through effective participation in the UN Communication Group;
  • Management of the content of the UNDP web site in combination with maintaining a vibrant online media presence including Twitter, Facebook, YouTube, and Flickr;
  • Support to business development and effective contribution to implementation of resource mobilization strategy.

Ensures effective and timely implementation CO communications and advocacy strategies and tools, focusing on achievement of the following results:

  • Implementation of the CO communications and outreach strategy based on the corporate communications strategy;
  • Advocacy and promotion of UNDP mandate, mission and purpose;
  • Management and dissemination of advocacy materials including Human Development Report and other UN/UNDP publications. Contribution to and elaboration of joint UN information campaigns;
  • Creation, promotion and maintenance of marketing/promotional communication and advocacy packages and tools based on current programme and new initiatives. Thorough analysis of the information to be included into the packages;
  • Active engagement in new partnership development, maintenance of close contacts with national and international media, government officials, multilateral and bilateral donors, civil society and private sector to promote public awareness on UNDP activities and to mobilize interests and resources for implementation of strategic initiatives;
  • Preparation of briefing materials and press releases and conduct of media interviews.  

Ensure effective participation in “Communicating as One” as part of the UN Communications Group through the achievement of the following results:

  • Active participation in the conceptualization, elaboration and implementation of the One UN communication activities;
  • Identification of activities for publications, drafting articles describing joint One UN successful projects, public events and other achievements and successes, fostering understanding of UN’s strategic role in country development;
  • Support the coordination and management of all One UN publication activities, including content management, norms for publishing, design, translation, etc. in relation to International Days and other One UN events.

Manages the content of the UNDP Rwanda web site and maintains the online presence of UNDP Rwanda focusing on achievement of the following results:

  • Manages and maintains the Country Office web site based on corporate requirements in cooperation with the ICT staff;
  • Supervision and preparation of the content for the CO website ensuring quality control and consistency of the materials;
  • Manages UNDP Social Media Accounts including Twitter, Facebook, YouTube, and Flickr .

Supports the CO’s business development and effective contribution to implementation of resource mobilization strategy, focusing on achievement of the following results:

Launches and campaigns:

  • Promotion and maintenance of public information campaigns on UNDP activities, UN Reform, results of MDGs, in association with other;
  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report;
  • Packaging and submission of programme initiatives for donor review in collaboration with programme staff and supervisor.

Outreach:
  • Maintenance of increased coverage and understanding of the UNDP’s work in the country or practice area through regular media contacts and provision of newsworthy information to national public and, where possible, donors;
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc;
  • Forging of a “One UN” image through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.);
  • Ensured access for journalists to subject matter experts;
  • Preparation of donor reports, civic education and community awareness where appropriate to support projectS;

Public information:

  • Effective responses to inquiries for public information materials.

Resource mobilization:
  • Active contribution to the development of a CO Resource Mobilization Strategy and its successful implementation in close collaboration with CO teams;
  • Formatting, packaging and submission of programme initiatives for donor review in collaboration with programme staff;
  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.

Impact of results

The key results from conceptualization of effective communications strategies and tools and the dissemination of information on UNDP will impact on UNDP visibility and image, and enhance UNDP Rwanda business development potentials and the reputation of the organization and the UN with its key stakeholders. In particular, the key results have an impact on implementation of UNDP Corporate communications strategy as well as reaching resource mobilization targets.

Qualifications et expériences requises

Education:
  • Master's degree in Media, Journalism, International Relations, Communications or related field.
Experience:
  • Minimum of 2 years of relevant experience at the national or international level in public relations, communications or advocacy;
  • Experience with the UN system a distinct advantage;
  • Experience in the usage of computers and office software packages and handling of web-based management systems essential;
  • Experience with Adobe CQ5 a real asset.

Language proficiency:

  • Fluency (both oral and written) in French and English is required, and one of the national languages of the duty station.
