The Global Environment Facility (GEF) in collaboration with UNDP has committed US$ 6.3 million to support strengthening the Protected Area Networks in Southern Tanzania by implementing measures that will contribute to improving the effectiveness of National Parks in addressing threats to biodiversity conservation. The project has had a successful inception period and it is now approaching the end of its second year of implementation and it is scheduled for midterm review towards the end of 2014.


This project aims to create a coordinated landscape management approach in the Greater Ruaha and Greater Kitulo-Kipengere landscapes of Southern Tanzania to serve as a shield against human-induced pressures on southern Tanzania’s threatened biodiversity. In addition, the project will provide planned, targeted and effective support to the operational capacity of core protected areas within those landscapes. These two landscapes will be managed for the conservation of biodiversity and landscape values, including aligned revenue generation opportunities and enhanced economic performance, for ecosystem services better managed at landscape level, for optimum ecosystem functioning and for sustainable protected area management.


This project also aims to demonstrate that all sectors can work together through an integrated approach and that the development of management coordination mechanisms that involve the state, communities, civil society and the private sector in decision making can lead to better conservation and sustainable livelihoods. A model will be produced for conserving biodiversity through coordination mechanisms and landscape level management planning starting with the four ecologically linked PAs that forms much of the area of the landscapes of Ruaha National Park, Kitulo National Park, Mpanga-Kipengere Game Reserve and Mount Rungwe Forest Nature Reserve.


Many of the project outputs in the two interlinked components are innovative in nature and need timely technical support to ensure credible results that the project team can reliably build on. Such outputs include landscape planning, protected area economics, business plans, institutional capacity building, protected area gap analysis, community based natural resources management and climate change adaptation strategies.


These Terms of Reference (ToR) outlines the work of a Technical Advisor (TA) on a part time basis that is required to support the project team during its second year of implementation; to be able prepare credible landscape planning to further guide the implementation of the project’s work on developing protected area networks

Devoirs et responsabilités

Finalize fielding of baseline study work that was initiated since the start of the project and build upon the technical advisory services and provisions that have been provided to the SPANEST project to date;

 

Ensure different studies planned until end of 2014 are finalized. For planned new assignments ensure consultants are recruited to conduct the studies; assist in the selection and recruitment process; take lead in coordination of the consultants work and provide quality assurance for the final product including ensuring timely delivery of expected outputs, and effective synergy among the various sub-contracted activities. Approximately 5 consultancies and recruitments will be fielded during the period of this assignment including the following;

Create a Professional Rapid Response team (RRT) for TANAPA Ranger

  • Development of  Tourism and Marketing Strategic Plan for Sothern Circu;
  • Creation of an Elephant Collaring and Monitoring System in the G;
  • Review of governance systems of existing landscape management approaches and Review of operational practices in existing institutions in GRL and GKKL landscapes by a Consultant;
  • Development of Ecological monitoring baseline study for GRL and GKKL;
  • Procurement of the digital-communication equipment for RUNAPA.

Assist the National Project Coordinator in the preparation of Project Implementation Reports and Annual Project Report (PIR/APR), technical reports for submission to TANAPA, UNDP/GEF and Project Steering Committee as required;

 

Provide technical support to the NPC in the fine-tuning of the project’s Monitoring and Evaluation Strategy, with a focus on impact indicators, means of verification and risk identification and mitigation and ensure that the M&E Frame work is agreed by the project technical committee.

 

 Document lessons from project implementation and make recommendations to the Technical and subsequently to Steering Committee for more effective implementation and coordination of project activities;

Identify the opportunities and avenues for technical publications; generation of and quality control of the publications

Compétences

  • Understanding of landscape conservation and land use planning and management;
  •  Proven ability to plan, organize and effectively implement activities;
  • Ability to coordinate and work in teams, as well as in complex environments;
  • Understanding of UNDP/GEF functioning and reporting procedures;
  • Understanding of working in an East African context – including Tanzania;
  • Strong communication and advocacy skills;
  • Strong research and analysis skills;
  • Understanding of wildlife and landscape conservation and management.

Qualifications et expériences requises

Education:

  • At least Masters Degree or equivalent in environment and natural resources management, natural sciences or economics or with experience in research, project design, planning, implementation, Monitoring and Evaluation

Experience:

  • A minimum of ten (10) years of post-graduate professional experience in environment/sustainable development, with practical working knowledge of the developing world including East Africa and Tanzania;
  • Proven experience in participatory processes, and in facilitating dialogue between Government, Development partners, private sector and civil society;
  • Expertise and proven experience in landscape planning approach to natural resources management;
  • Poven experience in participatory processes, and in facilitating dialogue between Government, Development partners, private sector and civil society

Education:

  • Fluency in written and spoken English and strong spoken Swahili.
