In the context of the “Support to The General Secretariat of the Supreme Council of Planning and Development (GSSCPD) to oversee the strategic planning priorities of the State of Kuwait” project, UNDP and GSSCPD are working jointly to ensure an enabling and conducive environment for the implementation of the national development plan; and to ensure optimal use of financial funds for this purpose.

In coordination with UNDP, GSSCPD aims to enhance the national capacity on following up with development plans and government programs and evaluating the developmental performance of the State of Kuwait. In this context, GSSCPD intends to recruit an Economic Development Expert to improve the mechanisms and systems for follow-up, monitoring and evaluation of development performance. Additionally, the Expert will be responsible for national capacity building and enabling researchers to use these new systems efficiently.

Devoirs et responsabilités

  • Develop a detailed work plan for in the light oft he requirements of terms of reference;
  • Assess the capacity and systems of the Departments of Follow-up and Developmental Performance Evaluation;
  • Propose recommendations to improve mechanisms to follow-up, monitor and evaluate the national development performance. This should include recommendations for improving and developing new databases, systems and tools;
  • Conduct an analysis of the economic and social conditions of the state of Kuwait by applying scientific; methodologies,and enable researchers tousethese methodologies;
  • Reviewand present international and regional experiences on appropriate follow-up and developmental performance evaluation systems.
Develop and implement an action plan for capacity building with a focus on:
  • Transferring knowledge and experiences on follow-up, monitoring and evaluation of national developmental performance tools;
  • Transferring knowledge and experiences in improving databases and information systems for indicators;
  • Supporting researchers in preparation and formulation of follow-up and development performance evaluation reports.
  • The use of scientific methods in training researchers in related topics .
Deliverables:
  • Evaluation report related to the status quo of follow-up system and developmental performance evaluation system.
  • A report with executive recommendations to enhance the annual and mid-term follow–up system, and the developmental performance evaluation methodologies, and building a database to support the Departments of Follow-up and Developmental Performance Evaluation;
  • A report related to enabling researchers to use the new follow-up system, and the application of the methodology for assessing development performance;
  • A report on the most important global and regional expertise on appropriate follow-u plans and for the evaluation of development performance;
  • Monthly progress report approved by the beneficiary, GSSCPD technical cooperation department and UNDP.
  • Final report should include recommendations for future action.

Work Arrangements:

  • The consultancy will be implemented under the direct supervision of the Directors oft he Departments of Follow-up and Developmental Performance Evaluation;
  • The consultant will be required to submit internal reports to the Assistant Under secretary f or Future Studies and Follow-up Sector.
  • The consultant will be required to submit periodic progress reports to the Secretary-General of the General Secretariat of the Supreme Council for  Planning and Development .

Qualifications et expériences requises

Education:

  • Ph.D. or Master degree  in economic development or relevant field.

Experience:

  • At least 15 years of experience in economic development, development monitoring and evaluation, and other relevant fields.  
Language:
  • Fluent in  Arabic and English.

Expected Duration of Assignment :

  • 4-5 months with a possibility of extension.
Note:
  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • Contract end date will be December 31, 2014;
  • There will be a possibility of extension upon end of contract;
