In July 2010, the United Nations General Assembly established UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, to accelerate progress in promoting gender equality, expanding opportunity and tackling discrimination worldwide. UN Women is a strong and dynamic UN champion of women’s rights, providing a powerful voice for women and girls at the global, regional and local levels. The formation of UN Women also strengthens the UN’s ability to provide coherent and timely support to Member States to advance gender equality, in line with national priorities and international norms and policies. It also strengthens effective partnerships with civil society.

The key functions of UN Women are as follows:

  • Support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards, norms, and, monitor and report on system-wide compliance with inter-governmental mandates on gender balance;
  • Help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it and to forge effective partnerships with civil society;
  • Support national efforts to promote and enhance gender equality and women’s empowerment through innovative and catalytic country driven programming working with UN Country Teams (UNCTs), in line with national priorities;
  • Undertake new, and consolidate existing research and analytical work to support overall objectives and act as the hub/centre of knowledge and experience on gender equality and women’s empowerment from all parts of the UN system;
  • Lead and coordinate UN system strategies, policies and actions on gender equality and women’s empowerment to promote effective system wide gender mainstreaming;
  • Strengthen the accountability of the UN system, including through oversight, monitoring and reporting on system wide performance on gender equality.

UN Women China office uses two international agreements - the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Platform for Action from the Fourth World Conference on Women in 1995 - to guide its programmes and work. UN Women China office provides financial and technical assistance to innovative programmes and strategies to foster women’s empowerment and gender equality.

Purpose

One of the pillars of UN Women’s work is advancing women’s political participation and good governance, to ensure that decision-making processes are participatory, responsive, equitable and inclusive. As such the UN Women multi-donor Fund for Gender Equality (FGE) was launched in 2009 to fast-track commitments to gender equality and support advances in women’s political empowerment at local, national and regional levels through the provision of grants – provided on a competitive basis - to government agencies and civil society organizations to transform legal commitments into tangible actions that have a positive impact on the lives of women and girls around the world.

In its inaugural grant-making cycles (2009-2010), FGE awarded a grant to the All China’s Women’s Federation (ACWF) to implement a programme entitled “Equal Participation for Chinese Women”  that aims to enhance Chinese women’s political participation: improving laws and policies to create an institutional environment promoting women’s equal rights; enhancing women’s influence in government, and strengthening government, women’s groups and civil society monitoring of Chinese women’s political participation and rights. The programme began in December 2010 and it will be implemented until December 2015, and UN Women provides technical support and assistance to ACWF in implementing this programme.  

China FGE Programme Goal: Women in three selected provinces at provincial, county and village levels fully realize their rights to political participation embedded in the Women’s Law, the National Women’s Development Programme and Village Committee Law.

UN Women offers technical support to the programme through its China office, and monitors the progress of the programme through colleagues both in China and at the regional level. Three activities under the programme are co-implemented by ACWF and UN Women.

Devoirs et responsabilités

Key Tasks and Deliverables:

  • Submission and approval of Q2 narrative and Q2 financial report (By September 2014);
  • Submission and approval of Q3 financial report (By November 2014);
  • Work with consultants and ACWF in finalizing the Monitoring Guide for Women’s Political Participation, and work with ACWF in identifying areas of collaboration and follow up work for the Monitoring Guide, in order to ensure the sustainability and implementation of it after the CWPP programme comes to a closure in December 2015 (By the end of October 2014);
  • Responsible for driving the work and collaborating closely with ACWF in providing a CEDAW Mock session for their female cadres in accordance with their needs and identified interests (End of August/ Mid September 2014)
    Responsible for providing final input and technical support to ACWF on the No-Cost Extension application in close collaboration with FGE Monitoring Specialist in Bangkok (By mid October 2014);

In carrying out the tasks above and provide technical support to colleagues in the All-China Women’s Federation the consultant should expect to offer ongoing support related to:

  • The Performance Monitoring Frameworks (PMFs), work plans, budgets;
    reporting requirements (financial and narrative);
  • Liaising with FGE Monitoring and Reporting Specialist in Bangkok and UN Women colleagues at Headquarters and around the world as needed;
  • Keeping UN Women China colleagues continuously informed about programme progress and needed adjustments or support.

Tasks, work arrangements and other details related to the consultancy will be further elaborated in dialogue with Country Programme Manager for UN Women China.

Qualifications et expériences requises

Education:

  • Master’s degree in gender studies, social science, humanities or other related field.

Experience: 

  • At least 2 years of working experience in gender equality related fields.

Language:

  • Excellent English written and communication skills;
  • Mandarin language skills an asset.
