The Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework signed between the Bureau for Crisis Prevention and Recovery (BCPR) and UNDP Nepal, and in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs (MoHA), other ministries, and local governments. The CDRMP will also establish strategic linkages between DRM and development sectors. The programme’s intervention in the area of climate risk management (CRM), community-based disaster risk management (CBDRM), and emergency preparedness and response plans to strengthen the overall system of disaster risk management in Nepal. It integrates gender equality and women empowerment as well as social inclusion issues for sustainable DRM. In course of implementing the programme, UNDP is building partnerships with the government, NGOs, international agencies, and academic institutions and expands the institutional and knowledge base of disaster risk management in Nepal.
 
Recently, CDRMP has expanded its activities under its CRM/CBDRM component with the Integrated Climate Risk Management (ICRM) initiative funded by UNDP/BCPR and the ‘Fast Tracking Millennium Development Goals (MDG) and Safeguarding Development Gains’ initiative (hereafter initiative), funded by the Republic of Korea (RoK), through the Korean International Cooperation Agency (KOICA). The later initiative’s overall objective is to accelerate sustainable achievement of MDG target 1 (Poverty and Hunger Reduction) and 7 (Environmental Sustainability) among high risk margina¬lised communities in the selected sub-watersheds of the two highly vulnerable Chitwan and Sindhupalchok districts. The project period has been from May 1st 2014 to 30th April 2016.
 
This initiative is linked to UNDAF Outcome Number 7: ‘People living in areas vulnerable to climate change and disasters benefit from improved risk management and are more resilient to hazard-related Shocks’. The initiative will further enhance the climate adaptation and resilience capacity of local communities for optimum utilization of natural resources and their efficient management. As such, while the initiative’s immediate objective is to accelerate income generation and decrease hunger for marginalized people in target districts, its interventions are designed to not only promote sustainable environmental management but also promote sounder policy at the national level.
  • Intervention 1: To reduce the vulnerability of local communities arising from climate related risks and ensure the sustainability of development gains
  • Intervention 2: To promote integrated environmental sustainability and livelihood improvement with active participation of local communities.
  • Intervention 3: Strengthen institutional capacity and collaboration among stakeholders to practice integrated approach for poverty & hunger reduction, environmental sustainability and Disaster / Climate Risk Management (D/CRM) at the local level

Devoirs et responsabilités

Duties and Responsibilities of the Project Officer for Environment and Climate Risk Management
 
Under the overall oversight of the national programme manager (NPM) and direct supervision of the Senior Project Officer (SPO) for ICRM, the incumbent will support the ICRM/CBDRM team to carry out the activities related to the ‘Fast Tracking MDG and Safeguarding Development Gains’ initiative. Under the guidance of the SPO for ICRM, the incumbent will together with the Project Officer for Livelihood Promotion (PO Livelihood) be responsible that the activities are implemented in a timely, efficient and politically sensitive manner. Together, they will support to carry out regular stakeholder consultations with both government and non-government agencies, attend and organize field visits in the project areas in order to have consultation with target beneficiaries and end-user agencies. The specific role and responsibilities of the PO – Environment and CRM are as follows:
 
Project Implementation and Planning functions: (30%)
  • Together with the SPO for ICRMP and the PO livelihood, coordinate the overall implementation of the initiative as per the annual work plan (AWP); the incumbent will support the SPO to ensure an inclusive, participatory and transparent implementation process; as well as to ensure the delivery of resources and results according to planned targets; also align this initiative with other ICRM and CBDRM activities of CDRMP and ensure collaboration and support; 
  • Ensure that the execution of related activities is consistent with the initiative’s objectives and plans, integrated with other activities and is relevant to the CRM context of Nepal; he will also contribute to the development of contingency plans to address anticipated challenges;
  • Prepare inputs and regular updates to detail country specific work plans, action plans, calendar of events, , as well as risk, issue and lessons learned logs in close coordination with the ICRM/CBDRM team and the concerned UNDP Country Office (CO) staff and in partnership with the implementing partners and stakeholders of the initiative;
  • Support the NPM through the SPO in supporting the Assistant Country Director (ACD) of the Energy, Environment, Climate and DRM (EECDRM) unit as well as the Climate Change Programme Analyst of the UNDP EECDRM unit, service providers and other key stakeholders to ensure quality inputs and outcomes are met in a timely manner; as well as building UNDP reputation for quality design and reliable delivery;
Technical support functions (40%)
  • Support the timely mobilization of project team, service providers, consultants and equipment inputs for the initiative’s activities on livelihood promotion, also support the development of Terms of References (ToRs) of all required consultants, service providers and staff according to the AWP; 
  • Provide requisite technical advice and information to CDRMP for project implementation especially the components related to environment, climate risk management, as well as capacity development etc.; 
  • Provide technical expertise, coordinate, supervise, and assure the quality of the work of service providers to ensure planned deliverables are met in good quality and in a timely manner as per the AWP, in particular for the following activities: 
  • the reconsideration and implementation of the Performance-based Grant Mechanisms (PBGM) among Community Forest User Groups (CFUGs) of watersheds; 
  • the establishment of the Community Based Flood Early Warning System (EWS); including the coordination of this process with the other EWS of CDRMP;  
  • the support to government institutions (both national and district) to address environment and D/CRM related issues as well as the strengthening of the District Disaster Relief Committees; 
  • the preparation and implementation of Local Disaster Risk Management Plans (LDRMP) and the promotion of the mainstreaming of D/CRM into annual plans of District Development Committee (DDC) and sectoral agencies based on LDRMP; 
  • the work in the communities, as for example the implementation of structural mitigation measures for hydro-met hazards, such as bioengineering structures, river training, landslide protection measures; 
  • trainings and awareness activities on natural resource management, D/CRM and capacity building as well as institutional development organized for communities, local government, partners and project staff; 
  • Actively work with the gender and social inclusion team to develop and implement strategies to promote gender equality and social inclusion for sustainable CRM and livelihoods;
Programme Management – Financial, Administrative and other resources (20%):
  • Support the SPO and the NPM to coordinate day to day management of the project including smooth and timely project implementation as well as transparent and accountable management of financial resources for the initiative, as per UNDP rules and regulations;
  • Prepare accurate and reliable financial reports in close coordination with the Administrative and Finance team as well as with the local implementing partners; also support all activities leading to the annual audit exercise and follow up of the audit recommendations;
  • Work together with the SPO and the administrative and finance team in drawing up specifications for the equipment required under the initiative and follow up with the procurement procedures;
  • Contribute to development of M&E framework and establishment and maintenance of a dynamic system of M&E as a central element of the initiative and support the full implementation of the M&E system – in close coordination with the CDRMP/M&E officer;
  • Support the preparation of the Programme Executive Board meetings and contribute to all aspects of development of progress reports and other documentation as required;
  • Support the organization of exposure visits (e.g. for the Korean stakeholders or government officials), including concept Notes, ToRs, and logistics;
Knowledge management, communications and partnership building (10%):
  • Support in liaising with relevant ministries (both national and district), service providers, administrative authorities, communities and other key stakeholders that impact CDRMP delivery in order to ensure outcomes are met in a timely manner;
  • Support the NPM through the SPO to build relations and liaise with the donor (both in Korea and in Nepal) in order to ensure an implementation of the project according to programme document and to create opportunities for information exchange, knowledge transfer etc. 
  • Support the SPO and the NPM in the preparation of timely reports on progress, achievements and challenges, thematic technical papers and policy notes for the UNDP CO and donors; ensure identification, documentation and synthesis of experiences, good practices and lesson learned under the Program for organizational sharing and learning and contribute to the development of relevant knowledge products, knowledge networks and communities of practice; 
  • Support the SPO and the NPM in representing the team in all relevant meetings, events and other activities as required; facilitate a partnership building approach with INGOS/NGOs/CBOs, academic and research institutions and other actors;
  • Perform any other related task as per the request of the SPO, NPM and ACD/EECDRMU.
  • Support in liaising with relevant ministries (both national and district), service providers, administrative authorities, communities and other key stakeholders that impact CDRMP delivery in order to ensure outcomes are met in a timely manner;
Impact of Results
 
The effective management of the activities related to initiative and delivery of the initiative’s objectives in compliance with UNDP rules and procedures will impact efficient delivery of the initiative’s results and outputs, fiscal and human resource management and administration.
Specific results include:
  • The outputs related to the initiative are delivered and activities are implemented in a timely and politically sensitive manner;
  • Linkages, coherence, consistency, integrity and synergy are established with other activities of the CDRMP through team building;
  • Staff and team morale is maintained as per UN code of conduct;
  • All necessary reporting deadlines are met and M&E processes built into the CDRMP;
  • Constructive relationships are built and maintained with all internal and external actors that impact the initiative’s delivery;
  • Knowledge products, that capture both best and failed practices are developed and disseminated.

Qualifications et expériences requises

Education:

  • Master Degree in science/environmental studies, climate/ disaster risk management, natural resource management and any related fields.

Experience:

  • Minimum 5 years of relevant experience in the field of environment/ climate risk management interface involving the implementation of climate risk management activities at community level ;
  • Including at least 3 years of solid experience, implementing projects on CRM/DRM, natural resource management, environmental conservation, forestry, etc. 
  • Demonstrated ability to develop strategies, policies, plans and programmes linking the Climate Change and DRR activities with livelihood options; 
  • Experience of working with UNDP / other UN agencies or INGOs on disaster risk management, environment, climate change related subjects/projects would be desirable;
  • Preferably, experience in working in multi-stakeholder and comprehensive development programmes with national and international agencies;
  • Preference will be given to candidates that have been working in similar contexts / in the proposed districts.

Computer Skills:

  • Good knowledge of computer applications, especially MS Office.

Language skills:

  • Fluency in English and Nepali at professional level are essential.
