UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors. The UN in Uganda has continued to support the government of Uganda to fulfill its national and global obligations to combat HIV and AIDS through provision of technical assistance through the Joint UN program of support on AIDS (JUPSA).

Globally gender equality commitments in the HIV response have not translated into HIV policies, programmes and budgets that adequately respond to the needs and rights of women and girls. This is evident even in Uganda’s case. As of December 2009, women made up 57 percent of the approximately 1.2 million people infected with HIV. Women and girls have disproportionately borne the burden of the disease and shouldered the negative impacts of the disease, including caring for the infected.  They also find themselves disinherited of property, including farming land, when their spouses pass away.

Within the framework of the UN Joint support to HIV and AIDS response and the UN Convergence Area on Gender Equality, Gender Based Violence and Women’s Empowerment, UN Women is contracting a senior national consultant to integrate gender dimensions in the development of key national HIV and AIDS planning frameworks including National Prevention Strategy and the National Strategic Plan among others

Devoirs et responsabilités

Under the overall supervision of UN Women Deputy Country Representative and in close collaboration with the UN Convergence Group on Gender Equality and the Joint UN Team on AIDS, representatives from the National AIDS Commission, and representatives from NAFOPHANU, the Gender and HIV/ AIDS expert will undertake the following:

  • Adopt and integrate gender assessment tools into the review of the National Prevention Strategy and National Strategic Plan;
  • Conduct a gender analysis/audit of selected HIV documents including the current National HIV Prevention Strategy, the National AIDS Strategic Plan and the draft HIV Investment Case, through desk review, one-on-one interviews with key stakeholders and consultations with key women’s groups working on HIV and AIDS in Uganda;
  • Provide evidence to support the analysis of the gender gaps in the above referenced documents including evidence for gender gaps in systems, structures and practices;
  • Propose evidence based strategies and indicators for addressing the identified gender gaps;
  • Provide clear evidence based recommendations for the greater enhancement of gender consideration for the review of a) the National HIV Prevention Strategy and b) the National AIDS Strategic Plan;
  • Present the draft gender analysis report in a pre-consultation workshop to be attended by UN Women, UNAIDS, Joint Team on HIV and AIDS, select members of the UN Convergence Group on GE/WE/GBV;
  • Produce a final report, present and defend the proposed gender strategies and indicators to the team reviewing/ writing the HIV Prevention Strategy and the National AIDS Strategic Plan;
  • Represent UN Women on the writing teams for  the National Prevention Strategy and the National Strategic Plan on HIV and AIDS;
  • Use the analysis and evidence produced to represent UW Women on the writing team for the Global Fund Proposal on HIV and AIDS, Malaria and TB and ensure key gender strategies and indicators are incorporated into the proposal and are budgeted in the final proposal;
  • Develop advocacy briefs on gender and HIV and AIDS and support women’s organizations to use the materials in their advocacy work;
  • Develop a funding proposal on women rights in the context of HIV and AIDS, based on consultation of key partners and stakeholders.
Deliverables:
  •  A concise evidence based analysis of the gender gaps in the current HIV Prevention strategy and the NASP. The report will also contain clear evidence based recommendations on strategies and indicators for addressing the identified gender gaps;
  • A review  report of  HIV Prevention Strategy and the National AIDS Strategic Plan highlighting  gender analysis ,strategies and indicators to inform the drafting team;
  • The final National Global Fund Proposal on HIV and AIDS, Malaria and TB, integrates gender analysis, strategies, indicators and budget;
  • Concise advocacy briefs and materials on gender and HIV and AIDS;
  • Selected women’s organizations supported to raise gender and HIV and AIDS advocacy issues;
  • Program proposal on women rights in the context of HIV and AIDS.

Qualifications et expériences requises

Education:
  • Master’s Degree or its equivalent in gender and development, HIV and AIDS, human rights, international development and/or other social science fields.

Professional Experience:

  • 10 years of professional experience in program and policy oriented work on gender equality and HIV and AIDS Response with national and international organizations;
  • Recognized expert among peers in the field of gender and women’s rights issues in HIV and AIDS in Uganda;
  • Solid knowledge of the national HIV and AIDS coordination systems, structures and mechanisms in Uganda and the key partners thereof;
  • Strong knowledge of national, regional and international tools and resources on Gender and HIV and AIDS;
  • Familiar with key national organizations and networks that support women affected and infected by HIV and AIDS;
  • Previous experience in conducting gender reviews and audit of programmes, especially in the context of HIV and AIDS;   in particular engendering national HIV and AIDS proposals to the Global Fund would be an asset;
  • Proven experience in producing UN analytical reports in the area of gender equality and women’s rights in the context of HIV and AIDS;
  • Experience in developing advocacy briefs on gender and HIV and AIDS targeting national stakeholders;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language:
  • Excellent skills in English , both oral and written, are required;
  • Knowledge of one or more local language is highly desirable
 Individual consultants will be evaluated based on the following methodology:
  • Technical Criteria: 70 points;
  • Financial Criteria: 30 points.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points:

  • Criteria A: Relevance of Education – 15 points;
  • Criteria B: Special skill (excellent communications, professionalism) Language, etc. - 5 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 25 points;
  • Criteria D: Description of Approach/ Methodology to complete the assignment– 25 points.
 Payment will be made on certification of deliverables and according to payment schedule below.
 
30%
upon submission of:
  • The approved inception report detailing methodology, Approved work plan, approved analysis tools;
  • Presentation of a draft report to the UN Convergence Group on GE/WE and the UN joint Team on AIDS and other stakeholders to be determined by UN Women.
30% on:
  • Full representation and integration of gender analysis, strategies and indicators into the National HIV Prevention Strategy and the National AIDS Strategy.
40% on:
  • full representation and integration of gender analysis, strategies, indicators and budget  in the Uganda proposal to the Global Fund on HIV and AIDS, Malaria and TB;
  • Submission of approved gender and HIV and AIDS advocacy briefs and materials;
  • Successful training of selected women’s organizations on gender and HIV and AIDS advocacy.
