The Markets for Change is a six year initiative aimed at ensuring that marketplaces in rural and urban areas in Fiji, Solomon Islands and Vanuatu are safe, inclusive and non-discriminatory environments, promoting gender equality and women’s empowerment. Market vendors are predominantly women, and marketplaces offer important venues to effect women’s social and economic change. In targeting female market vendors at marketplaces, the M4C Project will contribute to the broader Pacific Women’s Economic Empowerment (WEE) result of secure, productive and sustainable work opportunities for women. The M4C Project is based on sound evidence gained from implementation of the Partners Improving Markets (PIM) Pilot Project in four countries (Fiji, Papua New Guinea, Solomon Islands, Vanuatu) that showed solid evidence that marketplace improvements in physical infrastructure and governance can improve the economic and social lives of women market vendors. 
 
UNWOMEN is the executing agency of the project with UNDP providing implementation support on Outcome 2 of the project which focuses on improving the socio-economic security of market vendors, especially women and market vendors. 
 
The position will be responsible for coordinating the training and research components of the UNDP implemented outputs and activities focusing on improving the socio-economic security of market vendors for the 3 participating countries.  

Devoirs et responsabilités

The UNDP Markets4Change Training and Research & Development Coordinator will be responsible for the following duties: 
 
Training & Research:
  • Coordinate Financial Literacy Training and Business Management training between identified training providers and Market vendors in Fiji, Vanuatu and Solomon Islands; 
  • Facilitate the development of partnerships between the department of agriculture and relevant local and regional research and development institutions to undertake value adding and supply chain analysis and deliver training to the producers and rural entrepreneurs; 
  • Identify opportunities for improving the supply chain between farmers, market vendors, food outlets and hoteliers;  
  • In partnership with Ministry of Health, NGOs, CBOs & FBOs develop and implement and advocacy and awareness raising strategy to combat NCDs including the promotion of local healthy food and to promote reproductive health rights for women market vendors.
Operations:
  • Facilitate the procurement process of project equipment and materials and well as the recruitment process of project staff as and when required throughout the duration of the project period;   

Project management:

  • Prepare quarterly and annual financial and progress reports for UNDP to the executing agency;
  • Prepare 6 monthly work plans throughout the duration the lifecycle of the project for review by the project manager and project board;
  • Prepare standing mid-year and annual budget revisions as well as adhoc budget revisions when the need arises;
  • Undertake monitoring and evaluation missions to the project sites at least twice a year;
  • Support the mid-term and terminal evaluations of the project.

Qualifications et expériences requises

Education:

  • A Master’s Degree or equivalent in Economics, Public Administration, Public Policy, Development Studies, Social Studies or Business Administration.
Experience:
  • 5 years of relevant working experience in project management or development planning (working with market vendors and local governments is highly preferable);
  • Expertise and maturity to relate to and work confidentially with officials at the highest levels in government, private sector and NGOs and advocate for change; and
  • Cultural and gender sensitivity and ability to actively promote gender equity in all aspects of professional work.
Language:
  • Fluent in  English.
