UNWomen, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

As the nature of the conflict in Iraq is becoming more apparent and its impact on local communities more severe, there is an increasing recognition among all partners that the humanitarian and development challenges arising from the crisis need accelerated action and enhanced capacity in order to be addressed. In this respect, UN Women is contributing to the UN Country team and Humanitarian Country team processes to support the UN humanitarian response to the crisis of the Iraqi displaced population and its impact on Iraqi host communities both in Iraqi Kurdistan and elsewhere in Iraq.

UNWomen is seeking to support the Humanitarian and UN Country Team with gender equality expertise so that humanitarian response and coordination structures integrate gender equality and women’s empowerment. UN Women is seeking to expand its work in the area of women’s economic empowerment and social cohesion in host communities affected by the Iraqi conflict and the Syrian crisis, and is providing ongoing technical support to gender mainstreaming in the Strategic Response Plan (SRP).

UNWomen is looking for two national programme coordinators, one based in Dohuk and one in Sulaymanya who will act as principle person responsible for UNWomen’s humanitarian response in these locations. The suitable candidate will be required to represent UNWomen in joint agency meetings and other coordination meetings where required.  The holder of this short term assignment will work on an individual basis but as part of the UN Country Team response to the crisis and will be answerable to the UNWomen country representative as well as the UNWomen office in Erbil. The job-holder will be expected to establish good working relations with displaced groups in the community as well as in the camps and to work with them to develop potential future interventions. The job-holders will also be expected to coordinate their work with other NGOs and UN Agencies on the ground to ensure that all humanitarian interventions are coordinated and gender responsive. 

Devoirs et responsabilités

Under the direct supervision of the UN Women head of office in Erbil, the job-holder will be responsible for overseeing the implementation of projects in response to the ongoing crisis in Iraq to help recently displaced populations and will be expected to develop new projects. This task will include, but is not limited to:

  • Monitoring and reporting on on-going project activities including ensuring budgetary formalities are carried out in line with instructions and visiting project sites;
  • Establishing working relations with all UN agencies and NGOs offering support to displaced populations in Kurdistan and beyond, and ensuring that women’s rights are taken into account in project formulation;
  • Develop and implement projects for UNWomen in response to the needs of the displaced especially around issues of economic empowerment;
  • Identify and develop potential areas of future intervention with either the displaced or host communities
  • Represent UNWomen at inter-agency and other official meetings dealing with refugee and displaced issues.

Deliverables and timeframe

The jobholder is expected to produce and deliver the following outputs: 

  • Develop and implement a project aimed at providing support to the most vulnerable women amongst the displaced population, including identifying implementing partners, identifying a project site and beneficiaries and preparing a budget.
  • Provide regular monthly reports on the implementation of ongoing projects;
  • Provide regular monthly reports on the implementation of gender sensitive policies across the  crisis response in Kurdistan and northern Iraq
  • Create a workplan for future UNWomen interventions.

Qualifications et expériences requises

Education:
  • Degree in economics, international development, sociology, social work or related discipline.
Experience:
  • At least 2 years of experience in working in the development sector, public institutions or on refugee support issues;
  • Proven experience or understanding of gender mainstreaming and issues of gender violence amongst refugees and displaced populations;
  • Proven experience in project writing and development;
  • Understanding of Kurdish government institutions and policies and knowledge of NGOs working on the ground in Kurdistan would be useful.
Language:
  • Fluency in Arabic, Kurdish and English.
