The Nepal Climate Change Support Programme (NCCSP) was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change.  This is the first significant climate change adaptation intervention in Nepal in line with the recommendation of the National Adaptation Programme of Action (NAPA). The Ministry of Science, Technology and Environment (MoSTE) is leading the implementation of the programme in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) and other stakeholders with the support from UK-AID DFID, European Union and UNDP. The Programme will i) implement 70 Local Adaptation Plan for Actions (LAPAs) in 69 Village Development Committees and 1 Municipality, ii) institutionalise/strengthen local and regional mechanisms for planning, implementation and promotion of scalable local adaptation actions, and iii) establish/strengthen institutional and funding mechanisms for climate change adaptation actions.  The Programme will be implemented in 14 districts of Mid and Far-Western Districts of Nepal, namely, Bajura, Achham, Kailali, Humla, Jumla, Mugu, Dolpa, Kalikot, Dailekh, Jajarkot, Bardiya, Dang, Rukum and Rolpa from 2013 - 2015.

Devoirs et responsabilités

The key roles of the incumbents will be to support implementation of NCCSP/LAPA activities in the selected VDCs of district.

Specific responsibilities are outlined below:

  • Be responsible for proper implementation of NCCSP activities within the district;
  • Provide full support and assistance to DEECC Coordinator, in planning and budgeting of annual and quarterly activities from respective district;
  • Assist District Energy, Environment, Climate Change Coordinator (DEECC Coordinator) , central level project related officials and stakeholders in ensuring timely monitoring of the field activities and reporting from their respective group of districts as well as undertake regular field visits to track progress of implementation at the field level;
  • Assist DEECC Coordinator and relevant DDC staff in integrating the provisions of climate change policy and strategies in other development activities including climate change adaptation and mitigation activities at the assigned district planning mechanism.
  • Assist Regional CC Coordinator and DEECC Coordinator in promoting available climate change adaptation solutions within the region and beyond;
  • Under the guidance of DEECC Coordinator, supervise and assist the work done by local communities, service providers (line agency, NGOs, private party, etc.) and ensure the quality of the work and meeting the deadlines;
  • Assist the DEECC Coordinator in selection of service providers, making grant agreements, and follow ups;
  • Assist the Regional Climate Change Coordinators for undertaking close observation, review and assessment of NCCSP implementation information;
  • Provide assistance in the preparation of monthly, quarterly, annual and reports on demand by government, UNDP and donors; and
  • Undertake other responsibilities relevant for implementing NCCSP by the supervisor.

Qualifications et expériences requises

Education:

  • Bachelor’s degree in environment, climate change, agriculture, forestry, social sciences (Sociology, Rural Development, Economics and development studies), engineering or relevant areas.

Experience:

  • 3 years of relevant work experience in project implementation in a governmental or multilateral organization;
  • Experience of working in a multi-cultural setting;
  • Prior experience of working in the DDC on the issues related to climate change, environment and community development will be an added advantage;
  • Experience networking and relationship building;
  • Knowledge and experience of RBM methodologies and tools (project and programme management, design, monitoring and evaluation) and report writing;
  • Prior experience of working in the NCCSP target districts will be given preference;
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.)

Language:

  • Strong written and spoken skill of Nepali and English languages.
