Georgia as a party to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that deplete the Ozone Layer has taken a commitment to implement necessary measures to protect the stratospheric Ozone layer and achieve phase-out schedules of Ozone Depleting Substances (ODSs) set out in the Protocol and its amendments.

Georgia has already implemented number of activities through the assistance of the Multilateral Fund of the Montreal Protocol. In spite of the achievements there are number of issues that need further attention to ensure sustainable and cost-effective phase-out of ODSs.

Among other activities the EAPIMP includes implementation of special component devoted to training, capacity-building and awareness. The main objective of this component is to reduce the consumption of HCFCs in the refrigeration sector by training technicians in good practices in refrigeration and air-conditioning sectors and to assist Georgia comply with freeze and 10% reduction in HCFCs consumption under the Montreal Protocol. In spite of the fact that the Training programme has been successfully implemented in the country, because of the fast technical progress the new generation technologies were introduced in the RAC sector  and thus there is a considerable shortage of skilled trainers as well as technicians in Georgia. 

Devoirs et responsabilités

The overall objective of the assignment is to conduct ToT /trainings of the trainers in the RAC sector in order to support good servicing practice in the sector. Based on training materials and syllabuses (provided by the consultant) the current training materials of the refrigerant technicians will be updated. Up to 10 future trainers will be trained in total. Which in there turn will conduct trainings for the technicians.

Among the others the training will cover the latest innovations in the RAC field, new generation equipment principle of operation and features; HCFC alternative technologies with 0 or Low GWP, several technical and safety matters (toxicity, flammability, high pressures, etc.).

Consultant will work closely with the Program Manager, UNDP’s Environment and Energy team, and the Ministry of Environment and Natural Resources protection of Georgia (MoENRP).

Specific tasks include:

  • Conduct the small survey of the RAC sector in Georgia in order to identify the topics for ToT;
  • Agree articles and develop the training program including syllabuses and presentations;
  • Conduct at least 5 days training for the 10 future trainers.

Training materials and presentations developed under the current assignment will be the property of UNDP Georgia.

Deliverables:

  • Training materials including the syllabuses are developed;
  • 10 future trainers are trained

Payment Schedule:

The Consultant will be contracted under Individual Contracts (IC) for the period of October 1, 2014 – December 15, 2014 (20 consultancy days). The payment (lump sum amount including travel, per-diems ad number of anticipated working days) will be disbursed in 2 installments:

  • 1st installment: 50% of the total lump sum amount upon satisfactory delivery of the first deliverable;
  • 2nd installment: 50% of the total lump sum amount upon satisfactory delivery of the second deliverable as specified above.

It is estimated that the time period for fulfillment of this assignment would not exceed 20 days. The tasks will be performed home-based with at least one mission to Georgia. If during performance of the assignment, additional mission will be required, it will be agreed on separately.

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Evaluation:

Individual consultants will be evaluated based on the cumulative analysis:

Individual consultants will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70% and for financial criteria – to 30%.  Only the candidates who will obtain 70% out of maximum obtainable scores of the technical criteria will be considered as qualified. Qualified candidate will be requested to submit financial proposal.

Individual consultants will be evaluated against combination of technical and financial criteria. Technical evaluation stage encompasses desk review and references. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 points (70%) and for financial criteria 30 (30%).

Individual consultants not meeting any of minimum technical qualification requirements will be automatically excluded from the list of candidates for further evaluation.

Only those candidates meeting minimum qualification requirements will be further considered. Candidates passing 70% threshold (i.e. 50 x 70% = 35) as a result of the desk review will be invited for an interview.

Candidates who pass 70% of maximum obtainable scores of the technical criteria (i.e. 70 x 70% = 49 points) as a result of a desk review and interviews will be considered as short-listed candidates. Short-listed candidates will be requested to submit financial proposal. 

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

Once the financials proposals are received, the proposals shall be scored using following mechanism:

Minimum offer (A) is assigned 30 points, while next offers (B, C, D, etc.) are scored as: A/B*30

Finally, technical criteria and financial proposals are summed up and the candidate obtaining maximum points out of maximum obtainable 100 points is selected for the position.

Qualifications et expériences requises

Education:

  • Master  degree in refrigerating/heating and air conditioning engineering, physics, mechanical engineering or other relevant fields (Minimum Qualification Requirement - 7 points, higher degree - additional 3 points).

Experience:

  • At least 5 years of  experience in working on issues related to the ODS and the RAC sector (Minimum Qualification Requirement - 10 points, more than 5 years - additional 5 points);
  • At least 3 years of  experience in conducting the trainings in the RAC sector (Minimum Qualification Requirement - 10 points, more than 3 yers - additional 5 points);
  • Experience in elaboration and design of training materials based on training needs (10 points).

Language requirements:

  •  Fluency in English.
