Historique

The overall objective of the EU Advisory Group (EUAG) is to support the Government of the Republic of Armenia in the implementation of its reform agenda and relevant international commitments assumed, including through the implementation of the ENP Action Plan (ENP-AP). The EUAG will achieve these objectives through the continued delivery of an optimal mix of policy, legal and institutional advisory services.
The EUAG is funded by the European Union and implemented by the United Nations Development Program (UNDP) in Armenia. An Advisory Board jointly chaired by the EU Delegation, the Presidential Administration and the National Security Council staff acts as the supervisory body for the program.

The Ministry of Justice has recently created a new division on the execution of judgments of the European Court of Human Rights within the Department for relations with the European Court of Human Rights. The two main areas of focus for the new division will be the execution of judgments of the European Court of Human Rights and implementation of international human rights standards (CoE CPT, UN CAT, SPT and related standards). Within the above mentioned functions in cooperation with relevant national agencies (judiciary, prosecution, etc.) the new division will be responsible for making proposals on legislative amendments and measures needed to bring the Armenian legal system and the practice in conformity with the international human rights standards. The new unit will be supported in its activities by two other units of the department – on civil and economic cases, as well as on criminal and administrative cases.
The Ministry has asked for assistance in the capacity building of the new department. The objective would be to transfer the European best practice on the execution of the judgments of the European Court of Human Rights (ECHR) and implementation of international human rights standards.

Devoirs et responsabilités

Under the supervision of the EUAG management and in close coordination with the Ministry of Justice, the incumbent will assume the responsibility for:

  • Preparing a desk review of the European best practices on execution of the ECHR judgements and implementation of human rights standards (CoE CPT, UN CAT, SPT and related standards);
  • Assessing the situation in Armenia and develop recommendations aimed at improving the situation with execution of the ECHR judgments and implementation of human rights standards into the legal framework of Armenia.

The items above should be presented under the format of a policy paper, presented in a workshop by the short-term expert.

Expected deliverables

A policy paper on execution of judgments of the European Court of Human Rights and implementation of human rights standards that would include:

  • A desk review of European best practices on the execution of the judgments of the European Court of Human Rights and implementation of international human rights standards;
  • An assessment of the situation in Armenia and relevant recommendations for future areas of improvement.

Presentation of the policy paper and recommendations for capacity building during a workshop.

Compétences

  • Knowledge of international/Council of Europe human rights standards and legal norms related to execution of  the European Court of Human Rights judgments;
  • Excellent writing, editing and communication skills in English;
  • Proficiency in corporate software and IT skills;
  • Highest standards of integrity, discretion and loyalty;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Qualifications et expériences requises

Education:

  • Advanced university degree in social sciences.

Working experience:

  • Minimum of 5 years of relevant work experience in the field of human rights.

Languages:

  • Fluency in written and spoken English.
