UNDP implements EU and Government of Ajara supported project ENPARD Ajara – Support to Agriculture Development of Ajara AR which is a part of ENPARD Georgia Program. The project has two main objectives (1) to increase returns to farming in Ajara and (2) to strengthen the capability of the Ministry of Agriculture of the Autonomous Republic of Ajara in policy analysis and related tasks.

In the course of achieving these objectives, and in responding to the priorities set out in the Ajara Regional Development Strategy, support will be provided under the three components:

  • Increasing and improving services to small farmers;
  • Development of business oriented small farmers’ groups, associations and other forms of profit-based collaborative actions between farmers; and
  • Institutional development of the Ministry of Agriculture of the Autonomous Republic of Ajara

Given consultancy assignment is the part of second activity, development of business oriented small farmer groups.

Devoirs et responsabilités

The overall objective of the consultancy is to contribute in the development and application of good models of sustainable, profit oriented and financially viable farmers groups as the driving force for insuring long run support to the development of agriculture and Agri-business sector in the Ajara Region. The selected expert will be accountable to the Project Manager of the project "ENPARD Ajara - Support to Agriculture Development in the Ajara Autonomous Republic".

The Consultant will have following duties and responsibilities:

  • Analyses of profit oriented farmers groups’ projects which will apply to the ENPARD Ajara Project;
  • Screening of business projects presented within the ENPARD Ajara Project grant schemes;
  • Analyses of perspectives, commercial viability and financial sustainability of Business Projects presented by cooperatives or other forms of profit oriented farmers groups to the ENPARD Ajara Project;
  • Development of recommendations and adjustments concerning presented business models of profit oriented farmers groups;
  • Identification and Recommendation of perspective business projects to the ENPARD Ajara Project Manager;
  • Consultancy of farmers in business project related issues;
  • Development of Monitoring scheme of the projects supported under UNDP implementing grant schemes including those supported through the UNDP partner organizations;
  • Monitoring and assessment of sustainability of implemented business projects;
  • Development of written reports to the management of ENPARD Ajara Project.

Major Deliverables for the consultant:

  • Regular: Written report on analyses of profit oriented farmers groups (applicants of ENPARD Ajara Project) and their business; projects presented to the ENPARD Ajara Project (analyses of perspectives, commercial viability and financial sustainability);
  • November 2014: Monitoring scheme of the projects supported under UNDP implementing partner organizations;
  • Consultancy of minimum of 60 farmers in agribusiness project development related issues (November 2014 – 20 farmers, January 2015 – 20 farmers, March 2015 – 20 farmers);
  • Regular: Monitoring and assessment of sustainability of farmers` business projects implemented by ENPARD Ajara.

Payment Modality:

The payments will be made on monthly schedule in equal amounts upon certification of successful submission of deliverables from Project Manager.

Evaluation:

Individual consultants will be evaluated based on cumulative analysis method:

Offerors will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which total score for technical criteria equals to 70 and for financial criteria – to 30.Offerors passing 60% of maximum obtainable scores as a result of the desk review, i.e. obtaining min33 points will be invited for an interview. The maximum score for interview will be 15 points. Those offerors who pass 70% of maximum obtainable scores of the technical criteria (i.e. desk review and interview, 70 x 70% = 49 points) will be considered as short-listed offerors.

Financial Proposal:

Candidates passing 70% threshold of the technical criteria, i.e. min 49 points, will be considered as shortlisted offerors and requested to submit financial proposals.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables should be accompanied by the proposed number of installments. All envisaged travel costs must be included in the financial proposal as well.

  • Proven strong analytical abilities and knowledge in financial and/or marketing and/or management fields. Ability of interpretation, development and analyses of advanced financial and accounting documentation;
  • Ability to work under pressure with several tasks and various deadlines;
  • A pro-active approach to problem-solving;
  • Excellent writing, presentation/public speaking skills;
  • IT literacy.

Qualifications et expériences requises

Education:

  • Master's degree or equivalent in a business development related disciplines (economics, finance, business administration and etc) (minimum qualification requirement - Master's degree = 10 points; PhD = 15 points).

Experience:

  • At least 5 years of professional experience in the field of analyses, research, development and analysis of business projects (minimum requirement - 5-7 years = 15 points; 8 years and more  = 20 points);
  • At least 3 years of professional experience in the financial institutions such as banks, microfinance organizations, credit unions and etc (minimum requirement - 3-5 years = 10 points;6-7 years = 15 points; 8 years and more  = 20 points);
  • Good knowledge of regional (Ajara) economic and social context, as well as community related issues.

Language Requirements:

  • Fluency in Georgian and English languages.
