Historique

At the beginning of 2011, the Tunisian interim government requested the United Nations (UN) to provide technical and financial support for the electoral process. In response, UNDP Tunisia, in coordination with the United Nations Department of Political Affairs’ Electoral Assistance Division (UN DPA EAD), set up the project “Support to the Electoral Process in Tunisia” (SEPT), which provides technical assistance to the national authorities responsible for managing the electoral process as well as support to civil society organizations (CSOs) for public outreach activities, and support to women candidates. The project uses an electoral cycle approach designed to provide support to both first and second-generation elections.

The project supported the holding of the 2011 elections for the National Constituent Assembly (NCA) through technical assistance to the first temporary Instance Supérieure Indépendante pour les Elections (ISIE). Additionally, UNDP SEPT provided introductory training to CSOs, developed public outreach tools, trained 169 women candidates and, in December 2012, assisted the legislators for the drafting of the law establishing the new permanent electoral management body (EMB).

Following the establishment of the new EMB in mid-January 2014, the efforts of the project shifted towards the support of the permanent ISIE and of the electoral operations for the upcoming legislative elections to be held on 26 October 2014 (out-of-country will be on 24, 25 and 26 October) and presidential elections on 23 November (out-of-country will be on 21, 22 and 23 November). The law also requires for a potential second round of presidential election to be held within 2014. UNDP SEPT continued its technical assistance to the NCA as it designed the new electoral architecture until the adoption of the electoral law on 1 May 2014. Nevertheless, UNDP SEPT keeps working in order to strengthen the capacity of women to participate successfully in the electoral process as candidates.

Devoirs et responsabilités

In close coordination with the women’s political participation specialists, the consultant will:

Train women candidates on interactive media/communication skills;
Facilitate a one-on-one training to women candidates to strengthen their public speaking.

Contribute to the workshop report that will be developed by the international political parties specialist that will be submitted to UNDP/SEPT international women’s political participation specialists.

Qualifications et expériences requises

Education:

Master degree or higher in journalism, developmental studies with emphasis on communication, or other related social science.

Work Experience:

A minimum of 10 years of professional experience in journalism/communications;
Five years (5) of experience of conducting similar training for women candidates, women MPs, and high profile audiences internationally with a proven positive feedback from training participants;
Ability to interact effectively with team members and coordinate work;
Flexibility and familiarity of a media context in Tunisia;
Experience in working in Magrhib Arabi, Arab countries and/or African countries will be an advantage.

Language:

Fluency in any of the three languages: French, English or Arabic.
