UN Women in South Sudan has developed a new Strategic Note and work plan for the period 2014-2016 which are aligned with the South Sudan Development Plan and the United Nations Development Assistance Framework (UNDAF) 2011-2016. Targeted gender equality and women’s empowerment interventions are being undertaken to increase development effectiveness.

UN Women focuses on three priority areas;

  • Women’s leadership and participation in gender-responsive governance;
  • Increased Women’s access economic empowerment and opportunities;
  • Iproved Security and peace for women and girls.

The Finance Assistant will be required to support the effective execution of financial services and processes in CO and transparent utilization of financial resources. The Finance Assistant promotes a client-oriented approach consistent with UNWOMEN rules and regulations.

Under the guidance and supervision of the Operations Manager and direct supervisor, the Finance Assistant will ensure effective execution of financial services and processes in CO and transparent utilization of financial resources.

Devoirs et responsabilités

Summary of Key Functions:

Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UNWOMEN rules and regulations of financial processes, financial records and reports and audit follow up implementation of the effective internal control framework,
  • Proper control of the supporting documents for payments and financial reports for NEX projects; preparation of all types of vouchers for projects and on-behalf of UNWOMEN and non-Atlas Agencies; PO vouchers,
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed,
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers,
  • Presentation of information on the status of financial resources as required,
  • Maintenance of the Accounts Receivables for UNWOMEN projects and recording of deposits in Atlas,
  • Management of cash receipts and petty cash,
  • Maintenance of the proper filing system for finance records and documents,
  • Preparation of vouchers and PO vouchers.

Administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Preparation and modifications of budgets for UNWOMEN management projects,
  • Presentation of researched information for planning and status of financial resources of the CO,
  • For timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.

Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff on Finance,
  • Contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education:

  • Secondary Education, with specialized certification in Accounting and Finance; or
  • University Degree in Finance, Business or Public Administration desirable, but it is not a requirement.

Experience:

  • At least five (5) years relevant finance experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems,
  • Experience working with communities is desirable;
  • Experience working within the UN is an asset.

Language Requirements:

  • Outstanding oral and written communication skills in English;
  • Fluency in Arabic and Arabic Juba is required.
