The Fund for Gender Equality (FGE) is a $76 million, multi-donor initiative designed to advance innovative, high-impact programmes that focus on women’s economic and political empowerment at local and national levels, in line with national development plans and priorities. Launched in 2009 with an initial contribution from the Government of Spain, and subsequently joined by the governments of Norway, Mexico, the Netherlands, Germany, Switzerland and Japan, the Fund for Gender Equality provides grants on a competitive basis to civil society and governmental partners in Africa, Asia and the Pacific, the Arab States, Latin America and the Caribbean, and Europe and Central Asia (ECA). The Fund is unique in its focus on supporting partners to turn local and national laws and policies into tangible gains for women’s rights.

The Fund for Gender Equality is in the final phase of the development of an online Grants Management System (GMS) and over the past three years has completed the development of the Call for Proposal (CFP) section of the system and rolled-out the first three Phases of the GMS. The Fund plans to start having grantees use the system in October 2014 and is currently offering a short term SSA contract for a systems analyst who can manage the GMS roll out process until a full time systems administrator is hired.

Devoirs et responsabilités

Summary of key functions:

  • Finalize training materials for all end users including grantees, FGE users and UN Women users;
  • Finalize data entry for grantee test pilot group; plan the roll out of the system for all of FGE current programmes;
  • Train grantee test pilot group and FGE/UN Women users.  Serve as main point of contact for grantees and staff that need assistance;
  • Coordinate gathering requirements for the development of the next GMS phase;
  • Work with vendor and users on addressing issues that arrive during maintenance period;
  • Serve as FGE’s GMS Fund Admin;
  • Support the technical aspects of the online grant-application system related to the Call for Proposals.

Finalize training materials for all end users including grantees, FGE users and UN Women users:

  • Create additional training materials as needed including manuals, one pagers and videos;
  • Ensure that materials are available in all necessary languages;
  • Update materials as necessary;
  • Finalize data entry for test pilot group;
  • Plan the roll out of the system with all of FGE current programmes;
  • Work with Data Entry SSA to finalize the data entry for grantee test pilot group;
  • Work with FGE’s Monitoring and Reporting Specialist to determine next group of grantees to use system;
  • Create and implement a data entry and roll out plan.

Train grantee test pilot group and FGE/UN Women users:

  • Serve as main point of contact for grantees and staff that need assistance;
  • Provide customized technical support to grantees, FGE staff, and UN Women Focal Points  users via email, Skype/telephone and/or webinars in order to ensure that they can use the GMS effectively for their tasks.

Coordinate gathering requirements for the development of the next GMS phase:

  • Coordinate and consolidate FGE requirements for the new GMS modules and enhancement items that will be developed in Phase IV;
  • Review the Issue Register to identify which issues and requests need to be incorporated into Phase IV development;
  • Track user feedback; incorporate needs into Phase IV.

Work with vendor and users on addressing issues that arrive during maintenance period:

  • Report bugs as well as layout/design/edit-related issue in a systematic and organized manner through the GMS Issue Register in the UN Women SharePoint;
  • Once these issues are fixed by the vendor, verify the fix in the server and update the GMS Issue Register Page in SharePoint;
  • Liaise with users to make sure they are aware of issues, time schedules for fixes and when the system will be down for maintenance.

Serve as FGE’s GMS Fund Admin:

  • Conduct all the tasks of Fund Admin in the backend of the system, including the functions related to the management of roles, fund users, organization users, static artifacts, email templates, new grants set-ups, and announcements;
  • Manage all users accounts in system, including creating new user accounts;
  • Once the data of new grantees are available from CFP system, manage the new grant setup per new project in collaboration with Finance Officer and Portfolio Manager;
  • Coordinate closely with UNW IST who plays the role of Super Admin when any work required by Super Admin in the system.

Support the technical aspects of the online grant-application system related to the Call for Proposals announced each year:

  • Prepare CFP system for 2015 grant-making cycle; develop and manage the technical side of online application system including beta-testing the application to ensure a smooth and timely roll-out;
  • Control user access, permissions and privileges and other database responsibilities for FGE staff, expert consultants and regional programme offices;
  • Provide troubleshooting support during the application process and enter data when users cannot;
  • Provide training to FGE staff and UN Women staff in the field offices during the open application period;
  • Provide technical support to applicants.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master's degree or equivalent) in Computer or Information Systems, Public Administration, Development, Social Sciences, Business Administration or related field;
  • Additional certification related project management is desirable.

Experience:

  • Minimum three (3) years of relevant professional experience in information and communication technology, particularly in requirements gathering, analyzing, documenting and testing of online systems;
  • Experience in the usage of computers and office software packages and experience in handling of web based management systems;
  • Experience in conducting quality assurance-related work and/or testing of new online products/services;
  • Experience in conducting training and webinar to train staff on online system;
  • Experience in working in a multi-cultural settings with people from different cultural backgrounds.

Language:

  • Fluency in English (oral and written) is required;
  • Working knowledge in Spanish and/or French is an asset.
