Civil society organisations have evolved over the years and have become key actors in development, addressing important social, environmental and economic issues that have a negative impact on citizens at global, national and local level. Civil society ‘s function is to unite citizens to advance shared goals and interest; facilitate national ownership of development issues through enhanced citizens participation; social accountability and ensuring adherence to good governance. Swaziland Civil Society Organisations constitute non-registered and registered Non Governmental Organisations (non profit); community based and faith based organisations. The Coordinating Assembly of NGOs (CANGO) established in 2000 has the mandate of coordinating all civil society in Swaziland. CANGO’s principal mandate is to promote democratic governance; integration of the rights based approach; ensure gender responsive programming and budgeting; promote transparency and accountability; capacitate citizens on governance and economic reform processes including representing citizens on development issues that affect them.

CANGO has established consortiums that serve to advocate for policy reform in various sectors;   promote  human rights for specific target groups such as  children, women, persons with disability, people living with HIV and AIDs including issues of environment, access to food and nutrition,  to mention  a few. The establishment of the various consortiums has proved to be effective, it has enhanced coordination and synergies amongst CSOs; harnessed the voice and position of the organisations; maximised resources on targeted interventions and minimised duplication. This approach also provides a good platform for building capacity of CSOs on various issues including leadership. CANGO has four established Consortiums namely Children’s Consortia; Gender Consortia; HIV and AIDS Consortia and Food and Security Consortia. Recently CANGO established Governance and Human rights Consortia which will promote principles of good governance; increase the integration of human rights responsive programming and development.
  
The rationale for establishing a governance consortium is in response to the knowledge gap that exists amongst civil society on issues of democratic governance; promotion of the human rights based approach in development. Not many NGOs are well informed about the right based approach which  should be embraced by the NGOs in the country.

The coming into force of the 2005 national constitution ushered the country in a new democratic and human rights trajectory creating an expectation that the government would be committed to promote these values. The Chapter on Human Rights in the national Constitution confers rights to citizen including women, people with disability and children. It is worth noting that lack of knowledge or awareness on the constitution and the bill of rights enshrined therein seriously threatens the realisation of these rights by citizens. Furthermore over the years civil society organisations have witnessed an increasing number of human rights violations in the country without any recourse. The development of the strategy will enable CSOs to have a coherent strategic framework to engage on these issues with a view to inform the broader membership and also lead in advocating for good governance and human rights. The consortia has been specifically established to provide a forum for likeminded organizations to analyse, research, promote and advocate for good governance and human rights within organisations and in the country; coordinate, collaborate and collectively tackle governance and human rights challenges affecting the constituency served by the CSO; strengthen the technical capacity of members to base their work on human rights, good governance principles and values and lastly facilitate coordinated resource mobilisation.

Objective

To provide a platform for effective citizen’s engagement on issues of development and governance reform processes. To strengthen civil society capacities to promote transparency and accountability on public resources and service delivery.  To augment the capacity of the Governance Consortium to strategically facilitate policy and law reform and sustainable human development initiatives.

Devoirs et responsabilités

The Consultant will be responsible for carrying out the following activities:

  • Conduct a situational analysis through a desk review to establish the efficacy of civil society organization governance and human rights programmes in Swaziland;
  • Conduct stakeholder consultations with development partners (UN Agencies; Embassies etc), government, civil society and its constituency and private sector representation with a view to identify a niche for civil society on issues of democratic governance and human rights and alignment to development issues;
  • Establish the role and capacity of civil society in promoting democratic governance and human rights in Swaziland;
  • Establish knowledge and awareness level of civil society organizations on democratic governance and human rights, identify capacity gaps and recommend appropriate measures for strengthening capacities;
  • Facilitate a Strategic Planning workshop for the Governance and Human Rights Consortium for shared views, collective agreement on the Consortium Vision, Mission, objectives, strategic interventions and work plan;
  • Consult other Consortiums and identify issues of governance and human rights for incorporation in the strategic plan;
  • Develop the Governance and Human Rights Strategy and implementation plan that will drive the mandate of the Governance Consortium;
  • Facilitate consultation with civil society on draft advocacy strategy and implementation plan with the Consortium and stakeholders
  • Present the final strategy document and implementation plan.

Main Deliverables:

  • Inception report within 5 days of signing the contract;
  • Literature review and consultations report;
  • Governance and Human Rights Consortium  strategy, implementation plan and budget.

Qualifications et expériences requises

Education:

  • Master’s Degree in Social Science; Political Science; Public Policy and Administration, Law or any other related field

Experience:

  • Minimum of 5-10 years of work experience in the various governance thematic areas such as human rights, elections, anti-corruption, social accountability, rule of law  and access to justice.
  • Must have over ten (10) years proven experience of working on Governance and human rights issues. Must be familiar with the development of advocacy strategies.
  • Minimum 4 years of professional experiences in planning and management of Governance programs.
  • Experience in governance policy, strategy and advocacy development
  • Good understanding of the governance  of the country and  human rights  landscape;
  • Experience in participatory assessment techniques;
  • Experience in working in Swaziland and have a good understanding of the Swaziland governance systems.

Language:

  • Fluency in written and spoken English.
