UNDP is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and serves as a last resort Principal Recipient. Driven by continuous political instability in the country the Country Coordinating Mechanism of Kyrgyzstan suggested to the Global Fund that UNDP assumes the role of Principal Recipient within several grants on HIV, TB and malaria.  In its role as Principal Recipient (PR), UNDP is responsible for the financial and programmatic management of the Global Fund grant as well as for the procurement of pharmaceuticals, health and non-health products. GF grants provide support to the implementation of the National Programmes on HIV/AIDS, Tuberculosis and Malaria in the Republic of Kyrgyzstan. The overall goal of the grants is to prevent deaths caused by three diseases, to reduce the burden of HIV and MDR tuberculosis and to eliminate malaria.

UNDP has been functioning as PR since 2011 in a very complex country context and has done an excellent job in delivering key services to the population in the areas of HIV, TB and Malaria. The grants implemented by UNDP Kyrgyzstan have received top ratings. This has been possible because of the strong systems of procurement and financial management that were put in place by UNDP as also the ability to work closely with key stakeholders including Country Coordination Mechanism, the Government of Kyrgyzstan, international partners, and civil society.  The Programme Manager (PM) is expected to have an all-round understanding of the country / regional context and strong managerial skills. Given that the implementation of these grants are constantly under watch by the key stakeholders UNDP in Kyrgyzstan is looking for a PM with strong knowledge of the country situation, grant management experience and leadership skills including in financial management and oversight, risk management, , reporting and networking with key partners. The current management of the grants is also going through restructuring with a greater role for the Sector Wide Approach to Programming (SWAP) project on Health Sector in Kyrgyzstan. This requires a PM with global / regional experience in SWAPs. Additionally, in coming months, UNDP as PR needs to focus more on capacity development of government for them to eventually take over the grants. This also requires a PM that has strong background and experience in capacity development.

Under the guidance of the Deputy Resident Representative in Kyrgyzstan the Programme Manager acts as a manager of GF funded HIV/AIDS, TB and Malaria Control Programmes and advises Senior Management on all aspects of the programmes. The Programme Manager leads the programme team in strategic planning and identifies new programme areas while ensuring consistency with UNDAF/CPD/CPAP priorities and creative responses to emerging challenges and opportunities.

For the implementation of the Global Fund programmes, UNDP Kyrgyzstan has established a Grants Management Unit (GMU) that will coordinate the implementation of the grants and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the projects.

Under the direction and supervision of the Deputy Resident Representative, the Programme Manager leads, supervises and coordinates the work of the GMU daily activities and provides strategic direction for the development and provision of support services in the implementation of projects, in order to ensure: i) the achievement of planned targets; and ii) the effective and transparent execution of the financial resources of the grants. The Programme Manager works in close collaboration with the Programme and Operations team in the CO, Programme staff in other UN Agencies, UNDP HQs staff, Country Coordinating Mechanism, SWAP project, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the GF funded HIV/AIDS, TB and Malaria Control programmes.

Devoirs et responsabilités

Implementation of Global Fund grants focusing on achievement of the following results:

  • Operational management of the grants – planning, initiation and management of GF grants in accordance with UNDP rules and procedures;
  • Financial and substantive monitoring and evaluation of the grants, identification of operational and financial problems, development of solutions;
  • In coordination with the sub recipients, and all partners, ensure timely execution of the grants within the set operational plans of the GF;
  • Coordinate with the Country Coordinating Mechanism (CCM) and other local stakeholders including but not limited to the Ministry of Health and other Ministries, non-governmental organisations, communities of people living with the diseases, UN agencies, other multi-lateral and bi-lateral funding institutions in the field of HIV/AIDS, TB and malaria;
  • Ensure that projects managed by SRs are executed according to action plans and within established budgets;
  • Ensure timely submission of financial and activity reports by the SRs as well as adequate financial management of allocated resources;
  • Organize audit of grants implemented by UNDP as PR as well as those implemented by Sub-recipients and respond to audit findings in a timely manner;
  • Oversee risk assessment for the programmes and implement risk mitigation measures in a timely and effective manner;
  • Oversee timely preparation of reports for UNDP and the Local Fund Agent (LFA);
  • Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner;
  • Publicize grants results in Kyrgyzstan and through available regional and global channels.

Creation of strategic partnerships and implementation of the resource mobilization strategy in the HIV/AIDS, TB and malaria thematic areas focusing on achievement of the following results:

  • Maintain close co-ordination between the GF programme with other HIV/AIDS, TB and malaria initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of programmatic activities;
  • Participate and promote the organization of events, forums etc. on HIV/AIDS, TB and malaria to build capacities of the national structures.
  • Participate in technical committees of the CCM and SWAP governance mechanism and provide advice on Global Fund procedures to these committees, as required;
  • Conduct visits to provincial sites to supervise the governmental and non-governmental activities supported by the Global Fund.

Ensure facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Take steps to build capacity of the Ministry of Health (as potential PR) in key areas of procurement, financial management and oversight, risk management, project implementation and monitoring;
  • Organization of trainings for the National Programmes, Sub Recipients, Project staff on programme management (procurement, finance, M&E, project management, disease specific etc);
  • Disseminating best practices for management of HIV/AIDS, TB and Malaria projects at the local and regional levels;
  • Communicating regularly about activities and results with local partners through newsletters, meetings, human stories etc.;
  • Sharing experience/ best practices on the UNDP- GF partnership network;
  • Presenting grants results at national and international  forums.

Qualifications et expériences requises

Education:

  • Master’s Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Medical & Health Sciences or related field.

Experience:

  • At least 7  years’ experience in the project management;
  • Experience in building and management of partnership with government, NGOs and donors;
  • Experience in the implementation of Global Fund programmes required;
  • Experience of working with Sector Wide Approaches desirable;
  • Experience in risk assessment and implementation of risk mitigation measures with a strong focus on financial management required;
  • Knowledge of UNDP rules and procedures desirable;
  • Knowledge of GF rules and procedures required.

Language:

  • Fluency in English with good verbal and written skills;
  • Knowledge of Russian is an asset.
