UNDP and UN Women have developed the Joint Programme, Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (2014-2017), with the aim of developing and maintaining conditions for a viable Palestinian state based on the rule of law and principles of gender equality. The Joint Programme, building on the experiences of each organization, will work to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.   The Joint Programme builds on the achievements and findings of predecessor programmes: the UNDP Rule of Law & Access to Justice Programme in the oPt (2010-2014), the UNDP/EUPOL COPPS Joint Programme (2012-2014), and the UN Women Programme on Support for Delivery of Security and Justice Services for Women (2011-2014).

The Joint Programme rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments.

The Joint Programme is oriented around the following seven mutually reinforcing interventions:

  • Capacity of justice and security institutions strengthened and linkages forged;
  • Civil society contribution to rule of law and community access to justice in the West Bank enhanced;
  • Civil society contribution to the rule of law and community access to justice in the Gaza Strip enhanced;
  • Gender responsiveness of justice, security and legislative actors strengthened;
  • Women and girls access to justice and security improved by ensuring accountable service provision to prevent, protect and respond to violence, and by addressing their broader legal needs;
  • Juvenile justice and adherence to child rights improved;
  • Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased.

To coordinate the Joint Programme and facilitate the implementation of the portfolios of the participating UN agencies, UNDP and UN Women wish to recruit a Joint Programme Manager.  The Joint Programme Manager will provide overall coordination for the work of UNDP and UN Women under the programme and will ensure a harmonized approach between the agencies for the realization of the programme outcomes and outputs.  The Joint Programme Manager will also be responsible for monitoring of and reporting against all Joint Programme activities.

The Joint Programme Manager will act as Secretariat to the Programme Board, which is responsible for providing strategic directions to the Programme Manager and approving annual work plans for the programme. The Joint Programme Manager will be under the direct supervision of the UNDP Team Leader for Governance and the UN Women Programme Coordinator, also responsible for providing quarterly updates to both the UNDP and UN Women management on the implementation of the programme, ahead of Programme Board meetings.

Devoirs et responsabilités

Programme Implementation & Strategic Management:

  • Oversee all programme implementation functions, including budget and finance management, work planning, procurement, recruitment, monitoring and evaluation and reporting functions;
  • Coordinate and manage the overall delivery of the programme in an effective and efficient manner, working closely with institutional counterparts, development/UN/donor partners and civil society organisations (CSOs);
  • Develop guidelines and procedures for managing the programme in an effective and result-oriented manner, ensuring that objectives and targets are met; correct inputs are provided; agreed procedures are followed up; and that outputs are produced in a feasible and timely fashion;
  • Compile annual work plans, human resources plan, procurement plan in line with the programme outputs and objectives, to be approved by the Programme Board;
  • Monitor the delivery status and submit quarterly narrative and financial reports to UNDP and UN Women management on the progress of the overall programme in relation to the agreed work plan and implementation strategy;
  • Ensure that the programme plans and activities are closely coordinated with the stakeholders - both national and international - and that a high level of collaboration and cooperation is in place at all levels;
  • Monitor the programme, with the support of the programme’s Monitoring & Evaluation (M&E) Analyst in addition to agency-specific M&E focal points, by preparing indicators to monitor progress and submitting results-based progress reports;
  • Assess the impact and effectiveness of the programme through regular field visits and highlight achievements, progress and challenges through impact and results-driven reports;
  • Ensure full functionality of technical assistance for each programme component, closely cooperating with the technical officers of  UNDP and UN Women as required within the framework of the programme, and in support of its results;
  • Conduct thematic analysis and programme review, including strategic guidance on activity planning, implementation strategies and future programme orientation;
  • Oversee the preparation of policy briefs and other knowledge products as part of the programme contributions to the sector
  • Provide support in advancing thematic coordination, including identifying programmatic entry points in the area of Rule of Law and Access to Justice and ensure consistency and complementary implementation in relation to other UNDP and UN Women projects and programmes;
  • Draft the sustainability strategy and exist strategy for the programme and ensure its effective execution, ensuring they are executed in partnership with all stakeholders;
  • Monitor the programme risk log and update it on a quarterly basis as required;
  • Follow up and coordinate, together with national partners, donors and development partners, the conduct of periodic Programme Board meetings and follow up on the decisions and recommendations made.

Financial & Operational Management:

  • Ensure integrity of financial and administrative procedures as well as a consistent application of rules and procedures with regard to programme implementation and operations;
  • Monitor requisitions, purchase orders and payment requests in ATLAS, and provide monthly delivery updates on financial delivery performance;
  • Provide leadership and oversight to ensure that qualitative services are provided to national partners including fair and transparent procurement process and efficient operational support;
  • Overall supervision of the Joint Programme Team including close collaboration with UNDP and UN Women on the hiring of team members and assessing their performance;
  • Overall supervision, in close collaboration with UNDP and UN Women  of  team members embedded in the different Palestinian rule of law institutions.

Partnerships and Resource Mobilisation:

  • Ensure coherence, complementarities and coordination with other development partners in the area of rule of law and access to justice;
  • Establish mechanisms for information sharing among programme stakeholders;
  • Oversee the development of tools to monitor programme beneficiaries’ satisfaction;
  • Ensure adequate visibility and awareness in relation to programme implementation and lead resource mobilisation efforts for the programme, including by developing advocacy/communication tools;
  • Act as a primary focal point for the programme vis-à-vis the media, the public, UN agencies, development partners, CSOs etc., to steer queries to the relevant programme staff and agency technical focal points, as required;
  • Advocate for and substantially contribute to UN and multi-partner joint planning and/or programming initiatives;
  • Build partnerships with local and international CSOs throughout programme implementation;
  • Monitor and report on financial resources allocated to and delivered by the programme to contributing partners;
  • Maintain regular communication with UNDP/BCPR’s Rule of Law, Justice and Security Unit and UN Women’s Policy and Programme  Bureau  to enhance advocacy, support resource mobilisation and access pertinent technical expertise.

Knowledge Management and Policy Development:

  • Identify sources of information related to policy-driven issues, identification and synthesis of best practices and lessons learnt directly linked to Rule of Law and Access to Justice programming in the oPt;
  • Contribute to UN global knowledge networks and communities of practice.

Impact of Results:

Successful implementation of the UNDP/UN Women Joint Programme especially in relation to enhancing the capacities of, and public confidence in, rule of law institutions, and strengthening access to justice, security and protection services, especially for women and girls.

Qualifications et expériences requises

Education:

  • Master’s Degree in Law, Public Administration, Political Science, Social Sciences or related field.

Experience:

  • A minimum of 7 years of progressive experience in the area of design, management and implementation of legal and judicial reform programmes;
  • Operational exposure/experience in most of the following areas: justice and security sector reform, legal reform, access to justice, legal aid, gender and juvenile justice, advocacy, institutional building and related issues;
  • Experience in working on gender issues in complex contexts, particularly issues of women’s access to justice;
  • Experience in programme/project planning and execution as well as monitoring and evaluation of projects/programmes;
  • Experience of working in conflict/post-conflict situations is required, preferably in the region;
  • Experience of working with government authorities as well as civil society organisations and academic institutions;
  • Knowledge of resource mobilisation processes of multilateral and bilateral donors, combined with experience in project/programme development and fund raising;
  • Sound analytical skills on political, legal, social, cultural and any other relevant issues.

Language:

  • Fluency in English, including excellent writing skills;
  • Working knowledge of Arabic would constitute an advantage.
