Historique

The cattle corridor of Uganda has experienced dramatic land and vegetation degradation driven by a combination of inappropriate land use (agricultural encroachment into reserves) and the weakening of pastoralism as a production system. These are in turn driven by high population growth, high dependence on natural resources coupled with poor resource management, and poor economic development, poverty and more recently climate change. Pastoralism is the main economic activity in the corridor, but crop and charcoal production are also significantly sources of income from utilization of natural resources.

The Government of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) with support from United Nations Development Programme (UNDP) and the Global Environmental Facility (GEF) is implementing the project "Enabling environment for sustainable land management (SLM) to overcome land degradation in some of Uganda’s Cattle Corridor Districts, namely Kamuli and Nakasongola.

The overall goal of the project is Sustainable Land Management providing the basis for economic development, food security and sustainable livelihoods while restoring the ecological integrity of the Cattle Corridor ecosystem. The objective of the project is to provide land users and managers with the enabling policy, institutional and capacity environment for effective adoption of SLM within the complexity of the cattle corridor production system. This objective will be achieved through strengthening the policy, regulatory and institutional frameworks to support sustainable land and charcoal management in the cattle corridor, use of Knowledge as a basis for land use planning and improvement of dry land farming and pastoralism, and, facilitation of Local economic development through diversification and access to finance and insurance.

As part of the implementation process in Uganda,   a Program Associate is being sought to supervise and oversee the project activities and deliver the objective, outcomes and outputs of the project.

Devoirs et responsabilités

Main duties and responsibilities:

  • Provide accounting and administrative support to the project management team;
  • Ensure full compliance of financial processes and financial records in accordance with UNDP rules, regulations, policies and strategies;
  • Prepare financial reports promptly;
  • Maintain the internal expenditure control system;
  • Ensure proper a strict cash management system;
  • Provide administrative and financial management support to the project;
  • Establish and maintain books of accounts and prepare all relevant financial reports;
  • Discharge and fulfill all statutory financial requirements and obligations on behalf of the project;
  • Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
  • Process and review all requests for funds from responsible parties and ensure proper accountability of all funds disbursed by UNDP to all project partners;
  • Ensure the prudent use of  financial, physical and human resource of the project;
  • Coordinate project activities with other sections; provides responsible advice and counsel to the Project Manager on a variety of financial and administrative issues; oversees the maintenance of project records and files; monitors the expenditures after budget adoptions for compliance and efficiency.

Institutional arrangement

The selected Consultant will be directly supervised and will report to the Program Manager of the Sustainable Land Management Program implemented by MAAIF. He/She will work closely with the entire SLM Project Management Unit in MAAIF, led by the SLM project Coordinator, MAAIF.

He or she will report on the progress of activities on a monthly basis and this will be done in line with the set deliverables of the assignment;  
The Consultant will be provided with all required equipment and supporting resources to conduct the required assignment.
Duration of the Work
The assignment will be executed in a period of 80 working days. The expected start date is 8th September 2014 and the end date is 31st December, 2014. The consultant is expected to adhere to the specified dates due to the urgency to continue with implementation of this planned project. Any delays or deferment of the assignment may hamper budget allocations for the interventions.

Duty Station

The duty station will be Kampala.

Qualifications et expériences requises

Education:

  • Bachelor’s degree  with professional qualifications in Accounting.

Experience:

  • Minimum 5 years relevant work experience with a busy organization;
  • Excellent computer skills including knowledge and experience with Windows, Word and Excel;
  • Demonstrated knowledge of project management of a comparable project;
  • Communication and reporting skills;
  • Developing budgets and generating financial reports;
  • Relating basic project issues to finance;
  • Computer literacy and use of outstanding finance management soft ware.

Language:

  • Excellent written and fluent spoken English.

Price proposal and schedule of payments

Payment to the Consultant will be made in four equal instalments (after every 20 days), effected monthly and based on actual number of days worked and upon certification by the supervisor of the work completed.

Evalauation method and criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.

Evaluation Criteria:
Technical Proposal (Maximum 70 points)

  • Relevance of education – 5 points;
  • Language skills – 5 points;
  • Demonstrated familiarity with analytical techniques such as annual work planning vis-à-vis annual reporting – 15 points;
  • Familiarity working with accounting soft wares and  accountability reports– 15 points;
  • Relevance of experience (professional / work experience) – 15 points;
  • Oral Interview – 15 points.

Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

  • Updated Personal CV highlighting past experience in similar assignments and with 3 professional references with contact details (email and telephone);
  • Technical Proposal: suggested outline for technical proposal;
  • The offerors interpretation of the assignment;
  • Approach and methodology for undertaking the assignment;
  • Financial proposal (in template provided in Annex II) stating an all-inclusive fixed lumpsum fee for this assignment in Ugandan Shillings or US Dollars, supported by a breakdown of costs. Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, travel etc. The consultant will be paid against the completion of specific, measurable deliverables as identified in this TOR.
