Since 2012, there have been increasing reports of Cambodians trafficked to China for forced marriage. Desk research analyzing reports in the Chinese media has revealed a range of migration patterns from Cambodia to China, with the number of Cambodian brides marrying Chinese men increasing.

Reports indicate patterns of exploitation and abuse within a broader flow of marriage migration, which complicates effective law enforcement. Some women came with the expectation of marriage to a Chinese man, the broker providing a service, and only reported to police on finding the economic situation of their husband different from what they imagined, with no abuse. In other instances, the women were offered a job in China by the recruiters, only to find on arrival that they were to be controlled and traded as brides, sometimes including physical abuse.

According to government, media and NGO reports, Cambodians trafficked to China including for forced marriage have so far been identified in 11 provinces in southern and eastern China.

There are currently no ‘informal’ mechanisms in place between the two governments to deal with human trafficking between Cambodia and China, but a bilateral MoU process presently undertaken is set to intensify their joint efforts.

Devoirs et responsabilités

  • Review and verify the available data on the legal and policy frameworks for marriage migration between Cambodia and China as pooled together by a local consultant;
  • Develop a detailed research methodology for qualitative data collection, including a sampling strategy and the instruments/questionnaires to be applied, on the basis of case files as pooled together by a local consultant;
  • Conduct or supervise data collection through in-depth interviews of a maximum of 30 Cambodians previously trafficked to China for forced marriage;
  • Conduct or supervise data collection of key informants (governmental and non-governmental) at provincial/local level (where high numbers of trafficking cases for forced marriage have been identified) and at central level (for details on cross-border cooperation, repatriation, etc.);
  • Liaise with the local consultant for the project in China to ensure that data collection in both countries is compatible in the interest of an integrated/combined analysis;
  • Conduct data analysis, focusing especially on the primary data collected in both countries but also including the results from the legal and policy framework reviews;
  • Prepare a draft report and later a final research report including an executive summary and recommendations for action
  • Prepare a PPT presentation on the research findings, to be presented at the roll-out event in Cambodia;
  • Maintain regular contact with UN-ACT Cambodia and Regional Management Office throughout the project for guidance and discussions on direction and progress made.

Expected Outputs and Deliverables:

  • Report on the methodology guiding the research;
  • Sets of questionnaires/instruments to be applied for primary data collection;
  • Desk research on the legal/policy framework and documented cases of marriage trafficking (supported by local consultants);
  • Data analysis drawing on primary and secondary data collected in both Cambodia and China;
  • Draft and final report in English including an executive summary and recommendations for action;
  • Presentation in PowerPoint on key findings and recommendations of the research, including its presentation at the launch event in Cambodia.

  • Excellent report writing skills (writing sample to be submitted with the application documents.

Qualifications et expériences requises

Education:

  • Masters degree or equivalent in development studies, international relations, human rights or related fields.

Experience:

  • At least three years of relevant work experience including in qualitative social sciences research with primary data collection and analysis;
  • Proven experience in the field of migration and/or human trafficking;
  • Familiarity with the Greater Mekong Sub-region, especially the Cambodian and Chinese context.

Language:

  • English: excellent oral and written English skills.
