In the area of UN Humanitarian Civil-Military Coordination (UN-CMCoord), UNOCHA has an IASC endorsed mandate to provide, at Headquarters and in the field, a coordination link to military forces operating in the same area as humanitarian organizations.  In a complex emergency environment, both in natural disaster and armed conflict situations,   such as that in the Philippines, such coordination may include mutual exchange of relevant information and de confliction of activities, such as notice of movement, locations and intentions; location of IDP camps and movement; engagement regarding Protection of Civilians issues and advice regarding the military involvement in humanitarian relief activities and identification of military implemented, humanitarian related projects.

Devoirs et responsabilités

  • Contribute in providing  technical advice on UN-CMCoord interaction with  military authorities and other uniformed forces, including the police;
  • Provide the conduit for engagement with the  military authorities;
  • When foreign military  and civil defense assets were deployed as part of international response, monitor  their  activity and provide information of intent and impact;
  • When required, assist in the design and conduct of  humanitarian UN-CMCoord training , as part of capacity building to government;
  • Assist in the Design and delivery of  humanitarian UN-CMCoord training for the humanitarian community;
  • Perform other tasks as may be required.

Compétences

Functional Competencies:

  • Preferably knowledge of the wider military and humanitarian communities, their structures and operational procedures;
  • Knowledge and understanding of UN;
  • Knowledge and understanding of the Philippine Defense and Police forces, Defense Forces.

Qualifications et expériences requises

Education:

  • Secondary Education with specialized certification in army forces.

Experience:

  • Minimum  2 years of relevant experience with the military;
  • Experience in development and delivery of course and other related materials.

Language:

  • Fluency in the English and national language.
