Organizational Context

UNDP Somalia comprises of two main clusters:

  • (a) Governance and Rule of Law Programme; and
  • (b) Poverty Reduction and Environment Protection Programme.

The Governance and Rule of Law Programme of UNDP Somalia responds to all four outcome areas outlined in the country programme. Capacity-Building for Peace and Human Security, strengthened Governance and Rule of Law Institutions, Systems, Practices and Services, increased Livelihood opportunities and improved Natural Resources Management, and Gender Equality. Main project areas currently include support to Constitution-Making, Local Governance, Institution Building, Access to Justice, Police and Community Safety. The Programme also contributes to other Outcomes and Sub Outcomes in the cross-cutting themes.

Under the overall supervision of the Programme Manager for Governance and Rule of Law, the direct supervision of the Governance and Rule of Law Programme Specialist, and the technical supervision of the Project Management Specialist, the Research Officer is responsible for the overall programme research.  He/she ensures that all relevant findings are recorded, followed through, and reported appropriately. He/she will also work closely with the Parliament Technical specialist and the projects’ associates to manage the research portofolio within the Project.

Summary of key functions:

  • Perform background research (qualitative and quantitative) in support of project activities including support to the Parliament and Constitution review process;
  • Provide strategic advice and support on key project interventions including overseeing the research processes;
  • Contribute to the establishment of Parliament research office and library, and capacity building;
  • Support to knowledge building and knowledge sharing.

Perform background research (qualitative and quantitative) in support of project activities including support to the Parliament and Constitution review process focusing on achievement of the following results:

  • Compile the researched material in a systematic way and prepare background briefs/briefing notes as and when required;
  • Provide effective research support to management of the Programme and projects;
  • Compile, analyze and synthesize information as required.

Provide strategic advice and support on key project interventions including overseeing the research processes focusing on the achievement of the following results:

  • Provide guidance to stake-holders  in finding background materials and documents;
  • Liaise with the research institutions (NGO’s, think tanks, universities in Somalia) to gather inputs for relevant and timely research, to guide implementation of activities, interviews and focus group discussions;
  • Contribute to national needs’ assessments and constitution review consultations planning;
  • Advise on quality of publications produced on behalf of or by local administrations in Somalia.

Contribute to the establishment of Parliament Research Office and Library and capacity building of Parliament in the area of research focusiing on the achievement of the following resuts:

  • Provide daily contributions to the establishment of Parliament Administration Research Office;
  • Support capacity building of clerks and committee support staff in research and preparation of committee work supporting documents;
  • Provide support in the  preparation of workshops and training sessions on  research and documentation, archiving, and background materials;
  • Support the Constitution Review Committee in capacity building in the area of research.

Ensure facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on research  matters focusing on the achievement of the following results:

  • Advice stake-holders on research matters;
  • Organize/conduct training for stake-holders on access to research materials;
  • Synthesis of lessons learned and best practices in research;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results

The key results will have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness of the design, implementation and outcome of key project activities results under the specific Programme portfolio.

Qualifications et expériences requises

Education:

  • Master’s degree in Business or Public administration, Political or Social Sciences, International Relations, or any other related field with at least 2 years of relevant work experience in research;
  • A first level university degree in Business or Public Administration, Political or Social Sciences, International Relations or related field; with a combination of 4 years of work experience may be accepted in lieu of the master’s degree.

Experience:      

  • 4 years experience in similar position at the national or international level;
  • Proven experience in conducting research, analysis and generating reports;
  • Experience in working with public institutions;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;
  • Knowledge  in administration and finance,  Parliament and experience in dealing with Parliament an asset;
  • Work experience within the UN or an NGOs an asset.

Language:

  • Fluency in written and spoken English and Somali is required.
